Star Gas Partners, the Stamford-based owner of Petro, cited both low prices for home heating oil as well as a cold snap last winter in helping drive profits up by a third. Retail home heating oil prices are averaging $2.55 a gallon in Fairfield County entering September 2015, when many homeowners look to lock in rates for the coming winter.
