Plans for a recreational trail connecting an unused stretch of CSX railway with the Hogans Creek area have languished for years now. Public meetings have not produced action, city budgets have not generated funding, and that has prompted skepticism - not entirely misplaced - from some in the community, according to Dawn Emerick , CEO of the grassroots group Groundwork Jacksonville.
