Location Brussels, Belgium SPECIFIC TASKS Monitoring the implementation of capabilities for the different delivered services, the definition of the associated reporting and the validation phase. Assess the review of the performance reports. Analyse potential inconsistencies or discrepancies and propose solutions. Define and followup of specific campaignbased service performance analyses. Support the preparation of consolidated performance reports by compiling the inputs from the various sources. Prepare other performance related documents, such as the Service description document. Support the definition and implementation of inhouse performance assessment capabilities. REQUIREMENTS Degree in aerospace engineering or equivalent qualification. 5 years of experience in Navigation Service and performance management. Knowledge of the GNSS Systems and PRS design. Strong background on GNSS technologies, standards, signal processing and SBAS architectures Knowledge of space systems operations and real time service delivery. Excellent management and organizational skills. Demonstrated capabilities in technical documentation writing in institutional context ESAGSA. Experience of working in line with EU regulations, international security standards. Fluent in English, both in speech and writing. Other language skills would be a plus. Overview Under this work package the Contractor shall support the Space Segment Performance Engineering activities within Earth Observation. In particular the tasks include The development, implementation and validation of complex performance models of optical spaceborne instruments, in particular passive spectrometers instruments, dedicated to atmospheric missions The assessment of the instruments system performance as well as subsystems contributing to the instruments performances The contribution to meetings within ESA, industry and potentially with users. The Contractor will report to the Instrument Manager. Heshe will liaise with various members of the project team, being responsible for the various instrument subsystems and disciplines, e.g. optics, focal plane assembly, calibration. With regard to the mission performance assessment, it is expected that the incumbent also liaises with the science support team, where adequate, to support both the mission related scientific studies and the instrument design evolution. Specific qualification requirements The profile for the personnel to provide services considered in this SoW is a researchanddevelopment oriented engineer with the following skills University degree MSc. or equivalent qualification in Physics or Engineering with background in Optical Engineering. Good familiarity with computer programs such as Excel, MathCAD and MATLAB andor Python. Good familiarity with optical design and performance assessment software like Zemax, ASAP, FRED, with specific emphasis on straylight simulation aspects. Good communication skills. General knowledge of ESA Earth Observation missions. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule. Ability to establish and maintain effective working relationships with the outside world. Proficient in the English language spoken and written knowledge of other languages is an asset. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands. Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive good remuneration in line with ESA Job Class. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. The key person will provide service performance engineering support to the GSA. More specifically, the support is requested to contribute to preparation and technical service performance support, with focus on HASCAS HAS High Accuracy Service, CAS Commercial Authentication Service and aviation of the Galileo Reference Centre GRC in Noordwijk. The Engineer will be involved in the daily operations of the GRC which includes Independent Monitoring of Service ProvisionPerformance Monitoring of Galileo services based on Key Performance Indicators MultiGNSS Independent Monitoring compatibility Interoperability, Support to the activities of the International GNSS Monitoring and Assessment IGMA Task Force TF of the International Committee on GNSS ICG Interface with Cooperating entities i.e. cooperating entities from EU Member States, Norway and Switzerland. Tasks and Activities The scope of work will include Support the technical follow up of the Galileo Reference Centre GRC and Service Evolution activities, regarding the implementation of the monitoring capabilities for the different Galileo and other GNSS services, the definition of the associated reporting, and the validation of the GRC monitoring capabilities. Support the definition and followup of HASCAS monitoring at the GRC. Support the definition and followup of aviation related performance monitoring at the GRC. Support the definition and implementation of inhouse performance assessment capabilities. Support the definition and followup of Member States contributions to the GRC such as specific campaignbased service performance analyses, including service validation campaigns. Support the GRC activities in the context of specific Task Forces TFs, as for example the IGMA TF and the WG262 TF for ARAIM. Support standardization activities through the exploitation of historical GNSS performance related data stored in the GRC archive. Contribute to the design, the development, and the implementation of dedicated solutions for the monitoring of GNSS performance in Real Time. Coordinate contractors on GRC site, and follow up on contracts regarding GRC including development, operations and hosting services. Coordinateinterface internally within the GSA GSAHQ, GSC and GSMC and externally with EC, ESA, Member states, aviation stakeholders and other service providers through the IGMA activities. Skills and Experience The following skills and experience are mandatory Very good experience relevant to the above described tasks and responsibilities. Experience in project management andor industrial procurement activities. Knowledge of radionavigation satellite systems andor receivers. International working environment experience. Proven ability to use electronic office equipment e.g. word processing, spreadsheets, email, internet, etc.. Proficiency in English, both written and spoken. The following skills would be highly desirable Handson experience of operating complex systems. Handson Experience with GNSS Data Processing tools such as Bernese GNSS Software, GAMITGLOBK, GIPSYOASIS, BKG Ntrip Client, and IGS products. ProgrammingScripting experience with Matlab, CC, Python, and Bash in UNIX environment. Knowledge of the GNSS Systems and PRS design.
