EOP Optical Performance Engineer

Overview Under this work package the Contractor shall support the Space Segment Performance Engineering activities within Earth Observation. In particular the tasks include The development, implementation and validation of complex performance models of optical spaceborne instruments, in particular passive spectrometers instruments, dedicated to atmospheric missions The assessment of the instruments system performance as well as subsystems contributing to the instruments performances The contribution to meetings within ESA, industry and potentially with users. The Contractor will report to the Instrument Manager. Heshe will liaise with various members of the project team, being responsible for the various instrument subsystems and disciplines, e.g. optics, focal plane assembly, calibration. With regard to the mission performance assessment, it is expected that the incumbent also liaises with the science support team, where adequate, to support both the mission related scientific studies and the instrument design evolution. Specific qualification requirements The profile for the personnel to provide services considered in this SoW is a researchanddevelopment oriented engineer with the following skills University degree MSc. or equivalent qualification in Physics or Engineering with background in Optical Engineering. Good familiarity with computer programs such as Excel, MathCAD and MATLAB andor Python. Good familiarity with optical design and performance assessment software like Zemax, ASAP, FRED, with specific emphasis on straylight simulation aspects. Good communication skills. General knowledge of ESA Earth Observation missions. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule. Ability to establish and maintain effective working relationships with the outside world. Proficient in the English language spoken and written knowledge of other languages is an asset. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands. Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive good remuneration in line with ESA Job Class. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. Training to improve efficiency and provide strength for future career are of course included. Aurora assist with relocation both with support and financially. Overview The holder of this post will deal with Project Control activities in the Earth Observation Business Unit Controlling Office in support to one or several missions in the Earth Observation Projects Department. As such, she will be assigned to and directly support the relevant project manager and will liaise closely with related services inside and outside the Directorate. The post holder will report hierarchically to the Head of the relevant Project Control and Management Support Office and functionally to the relevant project managers. Typical Project Control include the following Preparing, maintaining and reporting on the overall programmatic aspects cost, finance, schedule, industrial return, risk, forward looking estimates and progress control as well as general project administration of the projectsmissions, utilising established procedures and information systems. Cost At Completion covering financial aspects of space segment, payload, launch, ground segment, LEOP and Agency manpower and provided services. Cost Plans budget preparation covering industrial and operating including workforce related costs. Financial status of industrial contracts including payment plans and internal costs, including overheads, for compliance with budgetary provisions and financial regulations. Industrial geographical return monitoring and forecast. For the above, active monitoring is expected, identifying and reporting trends, deviations to plans, potential problem areas and proposing remedial actions in coordination with the project managers. Supporting Project Managers in preparing, administrating and monitoring of Project procurement actions Contracts, Purchase Orders, etc Supporting Project Managers in ContractChange negotiations and Change ControlReview Boards contributing to the preparation of contract change documents. Maintaining historical project databases and Project Plan Annexes. Interfacing with Industry counterpart on all financial and administrative matters of industrial contracts to ensure their compliance with established formal requirements. Supporting the Head of Office in executing the offices duties, including participation in the definition and improvement of the project control procedures, computerized information and controlling systems. Support EOP Asset Manager in the accounting of ESA assets. Assist in the preparation of projects audits. Specific qualification requirements A University degree MSc from a recognised Institution of secondary studies. Minimum of 4 years experience in the Administration and Control of large projects, preferably in an engineering driven organization. Experience in the use of planning and project control tools, and in budget and accounting software and databases. Candidates are expected to be result oriented and have to demonstrate excellent planning and organization skills, attention to detail and be able to work effectively in a team environment. They must also possess good judgment, integrity and excellent communications skills. Good knowledge of Excel is expected. Experience with ESA systems e.g. esap is an asset. Fluency in English both written and spoken is mandatory knowledge of another European language is an advantage.
