LOCATION ESTEC, Noordwijk Netherlands with resident assignment to the Galileo Control Centre in Oberpfaffenhofen Germany. DUTIES Reporting to the Head of Unit, the Manager will be the ESA operations authority at the Galileo Control Centre GCC following spacecraft command control handover, responsible for the preparation and execution of routine Galileo spacecraft operations in support of service provision. The postholder will in particular be responsible for evaluating the status of the Galileo constellation operations and early service provision, interfacing the Galileo Operations Services Contractor for ensuring the preparation and execution of operations and service plans assessing, in the case of major contingencies, whether the mission objectives can be met or assisting with declaring the mission impacted if required coordinating with that Contractor the implementation of the mission rules for handling the Galileo navigation message and managing the early services defining, in coordination with the Contractor, the priorities for resolution of anomalies, following the relevant ESA mission rules participating in spacecraft anomaly review boards, supporting the evaluation and authorisation of any recovery action required contributing to ESA operations system management board longterm planning activities by providing inputs and evaluations on constellation, mission and systemrelated operations supporting the evaluation of the GCC operations processes and organisation, providing recommendations on improvement participating on Galileorelated review panels, evaluations boards as required. This work requires frequent travel within Europe and interaction with industry representatives at all levels. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or physics, together with proven sound professional experience of the deployment and operations of spacebased applications. Candidates should be systemminded and able to work as a member of a multidisciplinary team. Furthermore, they should show a high level of selfmotivation and discipline, and be resultsoriented. Experience with satellite navigation systems e.g. GPS, Galileo is considered an asset. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. To liaise with Security and HR depts. on matters of nationality regarding access to technical data and hardware for potential recruits and visitors to the site. To prepare and be present for all audits concerning export control, both internally and externally, particularly with government agencies. To ensure compliance with the internal procedures covering the following UK BIS Licences Open, Individual, Trade Temporary licenses submitting and managing applications and amendments as necessary via SPIRE. EU Open licences US Department of Defense ITAR US Department of Commerce EAR To report on a monthly basis figures regarding movement of goods and technology along with applicable licensing activity and reviews undertaken To safeguard cross sitecountry transfers and approve only those as authorised by export licence To record and maintain all export data within the relevant system. To record, monitor action and report progress to immediate manager, advising concerns, attitudes, situations, etc, which may affect the smooth running of the business. Identify bottlenecks and suggest solutions. To plan and conduct such audits as required verifying the effective implementation of the export control process and export compliance directive. To communicate with immediate manager so that the future workload may be monitored and analysed in terms of capacity, taking the appropriate action. To carry out any reasonable task assigned by immediate manager and to work in any other area on a temporary basis as reasonably assigned by immediate manager.
