The phrase has become all too familiar to commuters who ride the trains between New Jersey and New York: New Jersey Transit trains are delayed because of Amtrak overhead wire problems. Friday's commute got off on the wrong track when Amtrak power problems caused delays for Amtrak and NJ Transit riders for the fourth time this week, adding to a summer that has seen delays of a half hour or more on an average of about once every three working days, according to a review of NJ Transit messages to riders.

NJ Transit service resumes in and out of New York after Amtrak wire problems

For the third day in a row, Amtrak power problems on Wednesday delayed thousands of commuters from getting to and from New York City. New Jersey Transit, which was forced to suspend service in and out of the city because of overhead wire problems, apologized on Twitter to riders, saying the "quality of the commute last few days has been unacceptable, we share your frustration."

Mr. Coscia said Amtrak could begin the environmental review process this fall, and has already spent about $300 million on preparatory work and land acquisition, even though the estimated $15 billion needed for the larger Gateway project, which includes the tunnel, has not been lined up.

Gildersleeve, 45, was riding in the business class car, which was the first car after the locomotive and the hardest hit in the crash.
