EU proposes cross-border access to OTT content services

(Telecompaper) The European Commission has presented the first legislative proposals in its Digital Single Market strategy, focusing on improved cross-border access to digital content and unifying sales terms for online purchases across the EU. The first proposal is to allow consumers subscribed to an online music or video service to continue using it when traveling in another EU country. At the moment, access is often restricted in other countries, as licensing of copyrighted content is limited to national agreements. The EC has proposed a regulation to give consumers access to their subscriptions wherever they are in the EU from 2017. The second proposal aims to support cross-border e-commerce by simplifying contract rules for consumers and businesses. The EC proposed two directives, one for digital products and one for goods, which cover similar issues on handling liability and refunds for defective goods and the right to cancel a contract and use customer data. The changes mean businesses would no longer need to adapt to different contract rules in each EU country and could supply digital content or sell goods to consumers in all member states based on the same set of key contract law rules. Consumers would also benefit from increased protection.

Mobistar, Orange Lux start cross-border handover of calls

(Telecompaper) Belgian operator Mobistar and its sister company Orange Luxembourg announced a new service for seamless calls when crossing the Belgian-Luxembourg border. In what the operators say is a first in Europe, their customers will be able to travel across the border without dropping a call, as the connection is transferred automatically between the respective networks. Calls transferred across the border will also stay at the customer's domestic rate, with no surcharge for roaming. Mobistar said it expects around 60,000 customers to make regular use of the service.

EC's Ansip backs cross-border, not intra-country mergers

(Telecompaper) Andrus Ansip, the European Commission VP for the Digital Single Market, has suggested the EC is more in favour of cross-border than intra-country consolidation in the telecoms market. In a speech at the FT-ETNO Summit in Brussels, Ansip acknowledged that a "degree of consolidation" can bring potential benefits, and as an example, he pointed to cross-border consolidation, which can led to integrated, pan-European networks and expansion opportunities for operators as they tap into larger populations. However, the commissioner noted that "industry consolidation is not necessarily the answer" to ensuring competition. Most mobile operators are already investing in 4G without the need to resort to mergers, and network-sharing technologies allow them to share infrastructure in order to reduce costs, without the need for full mergers, he said. His comments come as the industry group ETNO published a new report by Boston Consulting Group that underlined the need to rethink the EU's competition rules and merger review criteria for telecoms deals. The report said the EC should lessen its focus on price in merger reviews and look more at the impact of consolidation on investment and the increasing competition from new services providers in the telecom market.
