Position Reference 065 You will provide help with the daytoday running of proposals. The position will be key to providing a professional and administrative service to the Proposal Development Coordination Manager as well as the Business Development Team with regards to preparation of proposals and submissions. You will work closely with the other members of the bid team along with other operational and commercial functions across RHEAs international offices and will require a high standard of communication and writing skills. Tasks and Activities The scope of work will include Take responsibility for the production of proposals from a positive BidNoBid Result to the submission of the proposal. Coordinate all inputs to the proposal, including the gathering of information and writing of proposal copy. Liaise and interview various individuals from within the business and external to obtain and assist with information necessary for submissions. Coordinate and circulate related correspondence and feedback. Ensure that the bid documentation is produced in the required format while paying attention to the highest quality and standards. Maintain an effective filing system to ensure efficient flow of documentation and correspondence. Working to tight deadlines and short time scales. Coordinate team meetings and provide other administration duties as required. Work with the Bid Management team to ensure all reviews are scheduled effectively and that the RHEA sales process is adhered to. Lead bid reviews to assess the bids progress and suggest appropriate action to keep the bid on course Skills and Experience The following skills and experience are mandatory You have at least 3 years experience in a Space Engineering or related discipline, preferably in an international environment. You have prior proposal administrative experience. You have excellent written and spoken communication in English and Italian andor German You are able to manage your time and are able to work overtime when required. You are detailoriented You have critical analytical thinking You are solutionoriented You have extensive experience of Microsoft Office. Within the Programme Preparation and Development Department PRD, the holder of the post will manage the development of the ground segment of the EUMETSAT Polar System Second Generation EPSSG system, including management of the EUMETSAT teams and procurement activities, until handover to operations of the last version supporting routine operations of the first pair of MetopSGA and MetopSGB satellites. The holder of the post reports to the EPSSG Programme Manager in the Low Earth Orbit Programmes LEO Division of PRD. DUTIES Manage internal and industrial development activities specific to the EPSSG ground segment in accordance with its defined baseline, including any necessary evolution until final acceptance Coordinate EPSSG ground segment activities with the EPSSG system activities Ensure the technical and schedule consistency of the development of the core ground segment with upgrades of multimissions facilities or services required for EPSSG and with ground systems shared with the NOAA Joint Polar System Plan and replan the ground segment activities in line with the overall programme requirements and constraints Support the preparation and execution of the Verification and Validation of the successive versions of the EPSSG System Support the operational validation of the successive versions of the EPSSG ground segment Support the commissioning of the successive versions of the overall EPSSG system associated with the deployment of the MetopSG A and MetopSGB satellites Manage the EPSSG ground segment project team Support programme management incl. risk assessment, monitoring of cost evolution and annual cycle of budget preparations Prepare relevant contributions to EPSSG reporting to EUMETSAT Member States Support the preparation and the development of future EUMETSAT satellite systems. QUALIFICATIONS A University degree in a relevant engineering discipline, computer science or equivalent is necessary. Candidates must be able to work effectively in English and have some knowledge of French. SKILLS AND EXPERIENCE Strong and successful experience of project management A minimum of eight years experience in the specification, design, implementation, integration and test of complex ground segment systems, preferably for Earth observation satellite systems Strong experience in procurements of large and complex ground systems Experience in the procurement and development of Earth observation data processing chains would be an advantage Demonstrated experience in leading teams Excellent teamworking, communication and presentation skills Proactive attitude and the ability to work autonomously with a minimum of supervision under high workloads. EMPLOYMENT CONDITIONS The initial contract will be of 4 years duration, with subsequent 5 year contracts being awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63 and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A4A5 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 8047 per month net of internal tax which may be negotiable based on skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year.
