SEC sues over alleged hoax Avon, Rocky Mountain bids

The U.S. Securities and Exchange Commission on Thursday accused a Bulgarian man and several other defendants of submitting bogus takeover bids for Avon Products Inc and two other companies to fraudulently drive up their share prices. The complaint against Nedko Nedev, a firm calling itself PTG Capital Partners and others was filed in Manhattan federal court three weeks after Avon shares shot up 20 percent in intraday trading on May 14, when PTG claimed to have offered to buy the cosmetics company for $18.75 per share, a 181 percent premium.

Grassley asks SEC to answer for filing hoaxes

A key senator has asked the Securities and Exchange Commission to explain how fake firms can file false notices on the agency's electronic filing system that move share prices. Sen. Charles Grassley, an Iowa Republican and chairman of the Senate Judiciary Committee, sent the SEC a letter asking how fake firms can file false notices on its Electronic Data Gathering, Analysis and Retrieval system, that's more commonly known as EDGAR.

BIO praises Securities and Exchange Commission for approving proposal by the national securities exchange and FINRA for 2-year pilot program that would widen minimum quoting and trading increments for stocks of some smaller companies. Pilot program will test impact of $0.05 tick on certain small companies to spur trading activity in their stock.
