NICETOHAVE SKILLS CONSIDERED AS AN ADVANTAGE The following experience would be advantageous At least 2 years working with relational databases and sql, preferably involving Oracle database administration Knowledge of ECSS and CCSDS standards At least 1 year of software development in C, with knowledge of Oracle database access using ProC advantageous Knowledge of the principles of satellite monitoring and control Tasks The Consultant shall mainly perform tasks related to the development and procurement of the EPSSG Mission Planning System MPS. These tasks typically include Supporting the EPSSG ground segment team in the development and procurement of the MPS and any related tools Analysing and reviewing relevant EPSSG documentation, preparing technical notes and attending technical meetings Participating in reviews for the MPS and, when necessary, interfacing facilities and associated tools, throughout the procurement lifecycle Participating in MPS factory or onsite acceptance testing and related activities at facility and system level. If necessary, creating and executing test procedures to support this activity Analysing reporting on test results, in particular with respect to requirement verification and validation Proposing changes to the MPS or related tools for instance to modify some aspect of the software functionality, and contributing to the process for implementing such changes change justification, baseline requirements update, issuing the change request, liaison with external contractors, etc Raising, monitoring and steering the lifecycle of MPS related anomaly reports ARs and nonconformance reports NCRs. Supplying context and analysis to support the investigation of anomalies Participating in the installation of the MPS and related tools at EUMETSAT. Verifying the installation Defining the MPS operational implementation rules, database structures, etc and maintaining a detailed understanding of the space and ground segment operational needs that are met through mission planning Producing and maintaining MPS related documentation such as the Operational Implementation document and the MPS User Operations Guide Interacting with internal users, suppliers and partner organisations Providing procurement support to other future missions, notably JasonCS, if required

RESPONSIBILITIESDUTIES Although formally procured by the Flight Operations FLO division, the candidate will be organisationally based in the Geostationary Orbit GEO division as part of the Mission Operations Facility MOF team, until shortly after launch. This period covers the remaining part of the MOF procurement phase and the operations preparation phase. During routine operations postlaunch the candidate will be based in FLO division. The tasks of the key person will typically include During the procurement phase Participating in reviews for the MPS, the procedure edition and execution tools, and interfacing facilities. Analysing and reviewing relevant MTG documentation, preparing technical notes and attending technical meetings Participating in MPS, procedure edition and execution tools testing e.g. Factory and OnSite Acceptance Testing and related activities at facility and system level. Analysing and reporting on the test results, in particular with respect to their suitability for requirement verification and validation Creation and execution of test procedures on the assigned MOF elements in order to validate their readiness for operational usage Participating in the installation of the MPS, procedure edition and execution tools at EUMETSAT, while fulfilling the configuration management requirements. Verifying the facility installation Defining the Mission Planning, procedure edition and execution tools operational implementation database structures, etc Monitoring and steering the lifecycle for MPS, procedure edition and execution tools related anomaly reports ARs and nonconformance reports NCRs Interacting with internal users, suppliers and partner organisations Maintaining internally generated tools and creation of new internal tools, mainly developed in Java, C and C During the operations preparation and operations phase Performing routine and contingency scheduling tasks using the MPS and procedure edition and execution tools Performing preventative maintenance on the MPS and associated tools according to working practice, generally by running system checks to spot any system anomalies or errors Raising anomaly reports when necessary and monitoring their resolution through attendance at appropriate review boards. Supplying context and initial analyses that may aid the investigation of anomalies Responding to mission planning related anomalies and operational contingencies promptly Maintenance of mission planning documentation such as the User Guide document and the Operational Implementation document Rolling out of new versions of the MPS operational implementation following approved configuration management procedures Training of personnel in mission planning tasks as required QUALIFICATIONSEXPERIENCE Software engineer with minimum 5 years experience in the specification, procurement or development and operations of a satellite mission planning system.
