Your Tasks You will provide ConfigurationChange Management service to EUMETSAT Operational Operational systems MSG, EPS, MultiMission Elements..., and possibly future programmes MTG, EPSSG..... Your tasks will include creationmodificationdeletion and the version tracking of the Configuration Items CI like HW, SW components and Documents. Support to change control process, in particular Administer and perform an endtoend tracking of Change Requests and Proposals Administer and perform an endtoend tracking of Configuration Items impacted by approved Changes, and related actions Keep up to date the database recording the mapping between Changes and Configuration Items, and the mapping of Software items onto Hardware items Prepare and present baselines as necessary Act as the Secretary for the Change Review Board meetings Support to configuration status accounting and auditing processes, in particular Issue and present Configuration Status Accounting Reports as necessary Perform Configuration Management Inspections and Audits, and present related findings as necessary. Support to Anomaly Reports tracking process, in particular organise and support the administration and tracking of Anomaly Reports ensuring the timely closure of Anomalies and associated actions support Anomaly Review Board ARB meetings in the secretarial aspects. Support to application software development or maintenance processes, in particular ensure the proper identification and archiving of software releases delivered by external or internal maintenance teams witness and crosscheck activities relevant to software installation provide support to the configuration management of source code and data files. Required Profile University degree in computer science or engineering, At least 5 years experience in conducting and implementing Configuration Management of large scale, softwarecentred systems in an operational environment, preferably for highavailability 24hday systems like e.g. processingproduction chains, data centres or satellite systems. Experience in Quality Assurance, space system, project control andor process modelling of largescale systems with a very good understanding of project development life cycle methodologies would be considered, providing that adequate knowledge and involvement in Configuration Management activities is also demonstrated. Proven significant knowledge and experience in specifying, reviewing and implementing Configuration Management plans, processes and working practices, or at least extensive experience in providing management support to programmes or projects in development Significant experience in project development methodologies, and in particular in configuration management, CMrequirements, control of configuration evolutions of systems software, hardware, databases, satellite and ground system procedures, documents, media, COTS software and COTS Licences, up to the testing and deployment of new releases on configuration controlled environments Extensive knowledge and experience with configuration management tools e.g. Serena Dimensions CM, Jira or Clearcase or business process management tools electronic workflows Extensive knowledge and experience with process modelling tools and techniques. Extensive knowledge and experience of a Configuration Management, Quality Assurance or Project Management standard e.g. ISO, ANSI, ECSS, CMMI Proven experience in planning, developing and implementing training sessions andor coaching sessions to users and stakeholders. Experience of software development on a medium or large size project The following will be considered as an advantage Experience acquired in the frame of European or International space projects Administration of a configuration management or business process management tool SQL programming on Oracle or Sybase, and scripting languages such as perl, python or vb.net S.M.A.R.T requirements, software testing methodology and tools. Engineer, Spectrum Management Development Americas United States Washington, District of Columbia Role description summary You will be supporting GSO and NGSO spectrum activities as well as frequency coordination matters for the region. The role also includes active participation on international bodies like FCC, EU, CEPT, CITEL, and ITU to represent SES interests. Senior Manager, Spectrum Management and Development Americas United States Washington, District of Columbia Your Job The incumbent is responsible in the development and protection of spectrum assets NGSO and GSO for specific SES projects including preparation and leading of coordination meetings achieving specific SES objectives in ITU and regionalnational meetings, orbital assignments issues and licensing proceedings identifying new orbital slots and spectrum for expansion capability and serving as Spectrum lead on certain satellite development andor construction programs, etc. Your Responsibilities Influence ITU spectrum allocations and satellite coordination procedures Advocate SES positions in ITU and Regional meetings to identify and secure new spectrum as well as to protect existing spectrum prepare input documents to support these objectives. These positions need to be coordinated with other entities of the group, the relevant national regulators and other operators in the REGION Develop and maintain relationships with other regulators and representatives of other companies engaged in ITU work In collaboration with SDM and Regulatory teams, prepare the required input papers Participate in the relevant national meetings Obtain spectrum at existingnew orbital slots Manage the filing activity through regional administration. Supervise the checking of the ITU IFIC for any satellite system that might cause interference into Luxembourg satellite networks Identify candidate new orbital slots for spectrum expansion capabilities Acquire new spectrum through preparation of complex ITU filings that provide an envelope of technical parameters to support companys business development efforts Coordinate SES satellite networks GSO and NGSO with those of other companies to support SESs current and future business plans Identify improvements to Spectrum processes where needed and pursue those changes within the team Proactively interface with other SES departments and team members within the Company to ensure spectrum activities coordination, ITU filings, applications, etc are consistent with overall company objectives Support Business Development, Sales Fleet Development activities Prepare detailed due diligence of SES or other companies spectrum assets Support the development of orbital slots including satellite design within specific regions as requested Translate spectrum availability and constraints into satellite designs and sales engineering guidelines Evaluate possible ways forward to solve complex spectrum issues and identify best option for the company Serve as Spectrum lead on satellite design teams as assigned lead analysis of spectrum rights, define strategy to solidify those rights, and determine what is reasonable for the company to invest in Play key role in SES licensing and rulemaking activities Support Legal on regulatory and licensing matters related to landing rights, registrations applications and associated satelliterelated rulemaking Your Competencies Thorough understanding of the satellite regulatory environment and the ITU procedures Thorough knowledge and understanding of domestic and international regulatory processes and structure Strong knowledge and understanding of satellite industry, markets and services Collaborative individual able to build relationships across all levels and functions of the organization and effectively build positions and manage conflicts Execution orientation with the ability to deliver results despite a complex business environment Very good communicator able to produce and present positions in an inspiring manner to a variety of internal and external senior audiences Fluency in English the knowledge of other languages of the defined region is considered an additional asset Excellent project management, diplomatic and interpersonal skills Strong negotiation and lobbying skills Demonstrated cultural sensitivity.
