Job Description For our client, the European Space Agency ESA, we are looking for a Telecommunications Satellite Engineer for their location in Harwell, UK, to support with the ARTES programme. The contractor will be responsible for the management of activities devoted to the development of satellite payload technology and products under the responsibility of the Payload Technology Section. Tasks and Responsibilities Initiating, monitoring and controlling space segment technology and product development activities for satellite communications under the ARTES Core Competitiveness CC and other ARTES programme lines, with a focus on digital communication technologies. Liaising with the Procurement Department, the Strategic Programme Line Managers and other relevant Departments of ESA as necessary to fulfil this role. Supporting activities of the Ground Segment Section and the creation and implementation of ARTES partnership projects Reporting regularly on the progress, status, schedule and outcome of ARTES activities, including realistic forecasting of milestone completion dates Identifying and defining product and technology needs for future satellite communication services, in particular for digital communication technology and products Supporting the promotion of the ARTES 4.0 programme and the ARTES socioeconomic impact analysis Coordinating the provision of expert technical support from other ESA organisational units e.g. TEC as required to ensure an effective initiation and management of activities. Requirements University degree Master or equivalent qualification in telecommunications engineering with specific qualification and relevant experience the following areas Experience in managing technology development activities carried out by industry for commercial satellite communication Knowledge of ESA and industrial development, verification and procurement processes Knowledge of satellite communication system architectures, products and market Experience in the specification, design, development and testing of at least one of the following Digital signal processors, communication modems, digital andor mixed signal ASICs, software defined radios Behavioral Competences Communication Results Orientation Planning and Organisation Teamwork Stakeholder Relationship Management Applicants should also demonstrate strong negotiation skills and contractsubcontract management experience Experience in space segment technology and equipment as well as subsystem design and development is required Experience in the satellite telecommunication industry would be a distinct advantage Fluency in English both written and spoken is mandatory knowledge of another European language is an advantage. Summary To provide technical support to ESAs Advanced Research in Telecommunications Systems ARTES programme. Objective To contribute to the promotion of ARTES applications and services and the development of new applications This includes elaborating the required Feasibility Studies workplans, evaluating the proposals for Feasibility Studies and Applications Projects, negotiating the contracts and implementing them. Responsibilities Duties Identification and characterisation of new services and applications exploiting current and next generation of space systems e.g. Satcom, Earth Observation and Satellite Navigation and their integration in nonspace domains Assessment of the technical and operational requirements applicable to space based applications and their integration with terrestrial solutions to support the identified services and applications in an endtoend context Implement activities with industry, operators, application providers and user communities addressed to develop, validate and promote the utilisation of space based Development and implementation of methodologies and tools for the assessment of endtoend performance of multimedia applications Analysis and assessment of the business and regulatory aspects associated with the launch and commercial operations of satellite based applications and services. Qualifications Experience Masters degree or equivalent qualification in engineering. Relevant professional work experience. Significant experience in satellite and possibly in terrestrial systems requirements analysis, design, implementation and operations, and associated management experience Sound knowledge of the overall space applications market, and specific experience in specifying, developing, evaluating and promoting applications making use of satellites Essential Skills Familiarity with downstream space services and applications and with relevant space technologies i.e. satellite communications, navigation and earth observation Excellent communication and presentation skills Fluent in English, both written and spoken Excellent analytical skills High standard of document drafting Ability to work effectively both within a small team and in an autonomous way.
