This is an opportunity for a motivated and experienced engineer to work for our EUMETSAT customer within a new and interesting space mission. The Consultant shall support the exploitation of the Sentinel3 marine data in respect to a growing community of users, in particular through the provision of information, management of training activities and engagement with user groups in coordination with the delegated entity responsible for the Copernicus Marine Environment Monitoring Service. The consultant will be part of the training team and will work with experts across EUMETSAT and partners organisations. PROFILE The following skills and experience are mandatory Postgraduate MSc level training I education or equivalent experience in a relevant discipline. Significant experience of the management of training from needs assessment to evaluation of training for user groups. Experience in using satellite data in marine research or operations An ability to relate to user groups and subject matter experts Appreciation of the whole chain from data sensing to user application of a product. Experience of maintaining sources of information for users. Experience of working in partnership across organisational boundaries. The following skills would be highly desirable Distance learning methodologies. A range of earth Observational Data visualisation tools. A range of learning technologies learning management systems, web conferencing tools etc. Understanding the processes used to retrieve marine geophysical parameters in one or more of elements of the sentinel product suite. TASKS EXPERIENCE The scope of work will include Identify and regularly update the relevant user organizations, their fora and possible intermediaries on the sentinel3 marine mission and the marine data stream. Provide regular information to users and user groups on the status of the mission and the related marine and ocean products and service. Analyse and handle related user enquiries and user requests received VIa the Helpdesk. Review the framework for user communications activities with respect to the Sentinel 3 mission and related marine and ocean products and services. Support the development of the relationships with key users and subject matter experts and facilitate feedback on the quality of the products and services provided. Establish the training requirements, develop and deliver a plan to meet those requirements, evaluate the effectiveness of the training and resources delivered. Identify and engage relevant and skilled subject matter experts to support user training. Maintenance and update of relevant user documentation e.g. user guides, etc. Maintain contact with the Copernicus Marine Environment Monitoring Service user engagement processes, as required. This vacancy regards a position within the EO data quality control operations domain. The Copernicus Space Component Data Access system CSCDA is the interface for accessing the Earth Observation EO products from the Copernicus Space Component and it provides a comprehensive and coordinated access to all Copernicus EO space data, from over 30 Copernicus Contributing Missions CCMs. The CSCDA project is managed by ESA as an integral part of the Copernicus Space Component Programme and with funding from the EC. The CSCDA consists of several layers that are in control of different aspects of the overall system. One of these layers is the Coordinated Data Access System CDS. The CDS layer of the CSCDA ensures a coordinated and integrated service to Copernicus users and is composed of five service domains customer interface SCI, data dissemination CDD, data quality CQC, overall reporting CRP and system validation and configuration CCO. As part of the CDS v3 contract, and on behalf of ESA, Airbus Defence and Space is in charge of the overall operations as well as the hosting of the operational infrastructure. Your main tasks and responsibilities will include Provision of expertise and technical advice in Earth Observation for the implementation of the Copernicus Quality Control CQC tasks and service, applying protocols, processes and standards relevant to the Copernicus Space Component Data Access System CSCDA, in line with the Service Level Agreements and Key Performance Indicators applicable to the contract Support SAR and Optical image quality assessment of sample data from various satellite imagery missions Investigate issues and anomalies in data quality raised by the EO data users Support harmonisation and standardisation of image and metadata parameters, as well as processing and quality procedures, used by the individual data providers Attend and present as a technical expert at conferences on EO data quality, as well as contributing to publications on these topics Carry out research in support of the CQC service, maintain awareness of and develop EO techniques relevant to the provision of the service Support the CQC domain leader for monthly, quarterly and adhoc reporting. We are looking for candidates with the following skills and experience BSc. degree in Geomatics, Physical Geography, Environmental Science or related fields MSc. or PhD utilising satellite image processing and analysis would be an asset Proven experience in EO data handling Must have good knowledge of image processing techniques Experience of software such as ERDAS, IDRISI, ENVI, ESRI, NEST and Sentinel1 toolbox would be an asset Good skills in Optical and SAR image analysis Knowledge of ESA programmes, particularly the Copernicus Space Component programme, would be an asset Ability to work as part of a team as well as individually Strong organisational skills Good oral and written communication skills in English.
