The GNSS exploitation programme team is in charge of managing the exploitation phases of the EGNOS and Galileo programmes, and shall in particular Manage the execution of the EGNOS and Galileo exploitation phases in compliance with the ECGSA delegation agreements, controlling the associated schedule, costs and risks Analyse, define and implement the EGNOS and Galileo exploitation concepts Manage the EGNOS and Galileo infrastructure operations, maintenance, protection, ongoing improvement and evolutions activities, through associated contracts andor working arrangements Manage the standardisation activities associated with the EGNOS and Galileo programmes Manage the operational interfaces and service provision to the EGNOS and Galileo users Liaise with the GSA Market Development Department for the market strategy and development of the EGNOS and Galileo use Liaise with the GSA Security Department and Security Accreditation Board for ensuring the accreditation of the EGNOS and Galileo systems and services Liaise with the EASA and other relevant authorities to ensure certification of the EGNOS and Galileo systems and services Liaise with the EC and ESA for all matters dealing with the EGNOS and Galileo exploitationrelated activities. TASKS AND RESPONSIBILITIES The GNSS Service Centre Supervisor reports to the GNSS Galileo Exploitation Programme Manager. Nevertheless such hierarchical reporting may change, in perspective of a more mature organizational structure, to be found as soon as the GSA GNSS exploitation will enter its next phase. The GNSS Service Centre GSC operations will initially start with the GSC nucleus operations, covering a Galileo information system and a helpdesk. The GSC nucleus will be upgraded to support from 2014 onwards the Galileo early service provision. Following the procurement of a new GSC facility GSC v1, the service centre will support the Galileo Open Service and the Commercial Service provision from 2015 onwards. Herhis main task is to manage the operations and procurements of the GNSS Service Centre GSC. Shehe is responsible for Managing the operations of the GNSS Service Centre, operated in Madrid Managing the GNSS Service Centre procurements, including infrastructure, operations maintenance and hosting services Managing all GSC related activities of system testing and service validation campaigns Elaborating and implementing a service provision strategy for the GSC Specifying, negotiating and monitoring the inservice Key Performance Indicators applicable to the GSC service provider Contributing to the definition of the future Galileo service levels commitments, ensuring coordination with other GNSSSBAS Service Providers Contributing to the design of the Galileo Services, of their extensions and of their evolutions Service Performance Requirements, Service Performance Definition Documents, User and Signal Performance Requirements Supporting the GSA Market Department for addressing user communities queries related to Galileo service provision Liaising with EC and ESA related to all aspects of the GNSS service centre Liaising with the GSA Legal and Contracts Department and with the Administration and Finance Department for procurement and project management activities Supporting the GNSS Exploitation Programme Manager for any topics related to EGNOS and Galileo service centres. 1Please note that salaries are adjusted based upon a correction coefficient as calculated by the Commission Currently, 01 June 2012, the weightings are 100 BE, 84,2 CZ, 116,1 FR, 134,4 UK. 2The successful candidate must hold a valid personnel security clearance at the above defined EU level or be able and willing to apply for a security clearance immediately after the contract award. The main services that have already been specified for GALILEO are the following Open Service OS shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service PRS. This service provides position and timing to specific governmentdesignated users requiring a high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services SAR. Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPASSARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. It is expected that a Full Operational Capability will be ready in 2015 with a full ground infrastructure as well as enough satellites to enable autonomous positioning FOC1 while a full satellite constellation will come a few years later FOC2. Meanwhile it is expected that an Initial Operational Capability IOC will be already declared open earlier based on a partial infrastructure. GSMC The GSMC will be the hub of European GNSS security. It has the mission to provide a secure EU facility that offers a secure method for public regulated services PRS users to interact with the Galileo System Operator. This will simplify the operation of the Galileo system and provide assurance to PRS users that sensitive information relating to their use of Galileo is suitably managed and protected. The GSMC also coordinates the implementation of Joint Action instructions received from the EU SitCen Situation Centre. The operation of the GSMCs within the Galileo system is the responsibility of the GSA. It will be required to deliver the following specific missions Management of PRS access including receiver and PRS order management Command and control of operating modes affecting the security of Galileo services Galileo security monitoring including signal compliance and PRS Security Message verification Response to European GNSS crisis and security events Process management, such as the dissemination of Standard Operating Procedures SOPs Fulfil operational tasks of the Crypto Distribution Authority, including the flight key management flight Provision of European GNSS security expertise and analysis. Recruitment for the GSMC started in 2011 and shall continue with a view for the GSMC to become fully operational in 2015 with an anticipated 3040 people. The organisation is composed of three teams working under the leadership of the GSMC Manager the Operations Team, the Technical Team, and the Administrative Team. The Technical Team with an anticipated 710 people working under the leadership of the GSMC Technical Manager, its primary missions are to 1 ensure the availability for the Operations Team of a suitable technical infrastructure buildings to be provided by France and UK, and information technology assets 2 ensure appropriate security operating measures and document exchange are implemented in the centre 3 regarding cryptographic material and information, acting as the Crypto Distribution Authority CDA for the GSMCs own activities and as a centralized monitoring point related of the management thereof for all Galileo actors, and contribute to key transport in particular flight keys those going into satellites 4 contribute to other GSMC missions. Location The Headquarters of the GSA are located in Prague. The GSMC team is currently located in Brussels. However the GSMC building facilities and Galileo related information technology equipment shall be located in two sites, one in France in SaintGermainenLaye where the main operations are due to take place and one in the United Kingdom in Swanwick. The GSMC team will stay in Brussels until relocation of each team member from 20132014 to France andor UK depending on 1 the post and 2 the delivery of the GSMC building infrastructure and services by France and UK and of Galileo Equipment by ESA and their contractors. The timing of such deliveries could temporarily impact work location until 2014. From 2015 onwards, further operational considerations of such deliveries could impact the permanent work location split between the countries and thus the final assigned location. Consequently, although France is currently being considered the default location for most GSMC posts, from 2015 onwards staff members joining the GSMC Staff in 2013 could be assigned a definitive location in the UK. The FKC supervisor is also expected to have significant presence in French Guyana. TASKS AND RESPONSIBILITIES The FKC supervisor shall report to the GSMC Technical Manager, being supervised also by the CDA COMSEC Officer who manages the CDA, and shall be responsible for Preparing FKC activities for incoming launch campaign in relation with ESA, the Galileo Control Centres in Italy and Germany and the Launch site in Kourou Transportation of classified flight keys from GCC to launch site Supervision of crypto activities from the generation of the keys to the loading of the keys into the satellites and surveillance of the classified satellites until the launch Managing the overall budget, schedule, deliverables and risks associated with the GSMC technical programme Ensuring the integration of the Launch campaign schedule within the wider Galileo programme Providing regular reporting to the CDA Chair Coordinator4, GSMC Technical Manager, GSMC Manager, GSA Executive Director and external stakeholders on current programme status and risks Handling security incidents with national authorities Providing advice and support on project management matters to the main actors of a launch campaign ESA, Arianespace, CNES, SAT manufacturer, etc..
