Consultancy Support for Ground Segment System Engineering 2 positions EUMETSAT

Vitrociset Belgium is looking for a candidate with the profile described below to deploy in EUMETSAT Please submit applications not later than 121013 by EMAIL to Mr. Massimiliano Mazza, Head of Engineering Operations Services M.Mazzavitrocisetbelgium.com cc. jobsvitrocisetbelgium.com Work Package Overview The Consultant will carry out tasks which support activities related to Phase B of the EPSSG programme and Phase CD of the MTG programme in the area of ground segment engineering. The ground segments of these programmes consist of TTC and payload acquisition ground stations, mission control systems, data processing and archiving facilities, data dissemination facilities and the associated network elements. The Consultant will perform typical system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation, and requirement maintenance Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning Planning for integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. TASKS The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. In the performance of these tasks, the Consultant shall comply with the applicable rules of the EUMETSAT Directory of Instructions DI and the EUMETSAT Management System EMS, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties in EUMETSAT. The tasks to be assigned to the Consultant will be agreed through dedicated workpackages with clear identification of activities and outputs expected. PROFILE MANDATORY SKILLS The Consultant shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis and modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 2 of the following and a good overview of the others i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing chains, iv Satellite and ground segment control systems DESIRABLE BUT NOT MANDATORY ADDITIONAL SKILLS The following experience would represent additional assets Experience in data archive retrieval and data dissemination systems Experience in management and traceability of complex requirements structure experience with DOORS administration Experience in the use of modelling and design tools in support of architectural design activities e.g. CORE, Enterprise Architect Experience in Model Based System engineering techniques and tools The Key person shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Heshe shall be willing to work in a team of engineers and in cooperation with industry and partner agencies. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Service Support Personnel must be able to work effectively in this language and have knowledge of the other, together with good communication skills.

JOB DESCRIPTION Ground Segment AIV Engineer Support to the Galileo Project Office Responsibilities Duties Tasks The holder of the post will support the Galileo Project Office in the activities of Ground Segment AIV Assembly, Integration and Validation, with the following responsibilities a AIV Engineering Review AIV documentation AIV Plans, RVMs, Test Cases, Test Procedures b Follow up of GMS Segment Tests in AIV Platform Pforzheim and the Galileo Control Centres Review Test Procedures Support TRRs and ensure that planned testing is correct in terms of qualification objectives, configuration, and adequacy of the Test Procedures Witness test execution Review qualification test results and test logs Attend PTRs and Credit Collection meetings to approve Qualification. Prepare inputs for the relevant NRBs. Approve qualification of requirements based on Results c Support to System Verification Activities Support the Ground Segment Integration activity including test execution Review the GS Integration documentation including the RVMs, GS Integration and Verification Plan, Test Cases and Test Procedures. Participate in the test activities write and review Test Procedures, attend TRRs and TRBs, perform or witness test execution, coordinate test team, review qualification test results and test logs Participate in NRBsARBs analyzing noncompliances and RFWs Identify and report on anomalies impacting System activities and provide support for followup and resolution. Required knowledge Experience working in integrationverification environment for more than 5 year, preferably in large, distributed space, aircraft, or military projects. Experience related to developments in the Galileo project GIOVE, IOV will be considered an asset. Good IT knowledge of modern clientserver system, network security functions. Endtoend knowledge of complex data processing real time UDP data multiplexing. Proven experiences with UNIXLINUX, RT OS and IP networks, HTTPS, FTP, UDP and SNMP.
