Officer Angel David Garcia, 27, was struck and killed in December 2012 after he stopped his patrol car in the left lane of I-10 East to remove a ladder blocking two lanes near the Hawkins Boulevard exit. The suit alleges that Harvey Richard Hall was driving a semi-truck owned by Old Dominion Freight Line, Inc., and caused the chain-reaction crash in which Garcia was killed.
