Galileo System Engineer

RHEA is currently recruiting a Galileo System Engineer for our client based in Prague, CZ. Tasks and Activities The scope of work will include a Current Exploitation i. Support to the preparation of the GSA Galileo service provision strategy ii. Support the gradual start of the exploitation change control board CCB iii. Review the ongoing change requests at system level iv. Support revisions of the configuration management plan CMP and ensure respect of the exploitation obligations defined in the CMP. v. Analysis of the services provision changes, services rollout implementation of the new Galileo system releases, the services provision risks and the contracts changes proposals vi. Support to exploitation reporting drafting and review vii. Support the preparation of the handover from the deployment phase to the exploitation phase viii. Participation to the critical design review CDR of the FOC 2 ix. Participate as expert to boards dealing with service provision and exploitation x. Support to the coordination baseline documentation b System engineering technical acticities SETA xi. Interface with ESA and with security on service level requirements implementation xii. Participating to the Ground mission segment evolutions development reviews and CCB relevant to the tasks under herhis responsibility xiii. Supporting the ground segment to facilitate services security accreditation for new releases xiv. Supporting the qualification reviews of new releases of the ground segment up to services rollout xv. Supporting the configuration of the service validation tools xvi. Support the definition of ground segment minor releases validation xvii. Review of the technical documentation for new SETA activities c Service validation support xviii. Followup the initial phase of the service provision xix. Followup the initial phase of the GSOp contract xx. Support GSOp and GSA in the tasks related to service validation activities xxi. Support the GSA as expert in review meetings with GSOp contractor related to service validation progress meetings, delivery or acceptance reviews, other review milestones as needed. Skills and Experience The following skills and experience are mandatory University degree in an Engineering discipline At least 4 years project experience in a minimum of 2 projects with a project value of at least 20M each in space programmes At least 4 years of technical experience in system integration, space and ground segment procurement and operations gained through direct involvement in at least two separate space projects. At least 4 years of technical experience in the field of space and ground segment development programmes gained by direct involvement in such programmes satellite navigation, including Space Based Augmentation Systems and geostationary satellites spacetoground interfaces At least level C1 in English understanding, writing and speaking The following skills would be highly desirable At least 4 years of technical experience in GNSS user segment developments andor standardisation activities. Further development and maintenance of exploitation schedules, including different levels of schedule ii. Analysis of exploitation schedule interdependencies and schedule drifts b Cost engineering i. Further development and maintenance of exploitation cost engineering capabilities, including use of specific IT tools ii. Analysis of exploitation costs c Risk management i. Further development and maintenance of exploitation risk registers and risk management processes in line with the risk management plan ii. Analysis of exploitation risks iii. Integration of risk into schedule and cost estimates, including earned value management techniques d Configuration and document management i. Establishment and maintenance of exploitation configuration management processes and activities, including use of specific IT tools for unclassified documents ii. Establishment and maintenance of exploitation document management processes and activities, including use of specific IT tools for unclassified document e Reporting i. Support to exploitation reporting activities, including reporting on the overall consistency between GSA exploitation and legacy ECESA delegation agreement activities ii. Further development of specific reports including for key programme performance indicators, schedule, risk and cost in line with further definition and implementation of appropriate reporting metrics f Project support i. Support to exploitation programme management activities including organisation and support of meetings, reviews, workshops and boards ii. Implementation and management of project control processes defined in the programme management plans iii. Support to the GSAESA working arrangement including ESA provided document reviews, compliancy to the GSAESA programme management plan, setting up of document templates and checking consistencies between information reported by ESA and the GSA reports toward EC iv. Support for audits and assessments of activities g Assets management i. Further development and maintenance of exploitation asset and inventory management activities for tangible and intangible assets ii. Further development and maintenance of the process to ensure the Commission is provided with the information required for keeping the accounts of the assets. Skills and Experience The following skills and experience are mandatory At least 4 years project experience in a minimum of 2 projects with a project value of at least 20M each in space programmes At least 4 years of technical experience of schedule management, risk management, reporting, project support, asset management. At least level C1 in English understanding, writing and speaking The following skills would be highly desirable At least 2 years of technical experience of cost engineering andor technical experience of configuration and documentation management. Maintaining the technical requirements baseline related to sites infrastructure, local operations and security, and ensuring their consistency and evolution according to the Galileo system configuration ii. Support the definition of the asset management strategy e.g. spare parts, test equipment, and reviewing the asset utilisation plan in relation to sites deployment iii. Analysing the key performance indicators related to the sites management and the obsolescence reports iv. Managing the hosting sites entities and services contracts, and associated service level agreements, including risk and changes proposals v. Ensuring the technical interface with the Industries and national authorities for what concerns ground segment ILS and Hosting services vi. Following technology evolution to cope with programme needs in term of HWSW obsolescence and evolution in relation to sites hosting services vii. Assessing equipments evolution impact on hosting services provision viii. Participate to the sites surveys, to the sites acceptance, to the sites hosting service progress meetings and reviewacceptance milestones ix.
