MotorScience Inc., MotorScience Enterprise Inc., and their owner, Chi Zheng, have agreed to settle alleged CAA violations stemming from illegal import of 24,478 all-terrain, recreational vehicles into U.S. from China without testing to ensure emissions would meet applicable limits on harmful air pollution. MotorScience and Zheng have agreed to have stipulated judgment entered against them for $3.55 million civil penalty and to pay additional $60,000 civil penalty within 6 months. John Dingell (D-Mich.) said in a letter to President Obama that the update to the Clean Air Act that he himself penned and Congress passed in 1990 isnt suitable for regulating greenhouse gas emissions.
