GSA Security Accreditation Board and Security Department GALILEO is the European Unions future autonomous Global Navigation Satellite System GNSS which will be interoperable with other existing GNSS systems, in particular the United States Global Positioning System GPS. The main services that have already been specified for GALILEO are the following Open Service OS shall provide position and timing signals, free of user charge. Performance will be competitive with, but complementary to, GPS to enable dual constellation usage. Public Regulated Service PRS. This service provides position and timing to specific governmentdesignated users requiring a high continuity of service. Access to this service will be controlled with encryption of the space signals and usage of approved receivers that have the signal decryption keys. Search and Rescue Services SAR. Galileo will improve the time to detection and the accuracy of location of distress beacons over the current Search and Rescue services provided by COSPASSARSAT. It will also provide an acknowledgement to the user of receipt of the distress message. It is expected that a Full Operational Capability will be ready in 2015 with a full ground infrastructure as well as enough satellites to enable autonomous positioning FOC1 while a full satellite constellation will come a few years later FOC2. Meanwhile it is expected that an Initial Operational Capability IOC will be already declared open earlier based on a partial infrastructure. GSA Security Accreditation Board The European GNSS Security Accreditation Authority is the Security Accreditation Board SAB, established within the European GNSS Agency as an autonomous body pursuant to Article 11 of Regulation EU No 9122010. All the security accreditation decisions related to the GNSS systems are of its sole competence. According to Article 1111, the SAB has set up special subordinate bodies, acting on its instructions, to deal with specific issues. The following subordinate bodies have been setup the European GNSS Security Accreditation Panel GSAP, a panel to conduct security analysis reviews and tests to produce the relevant risk reports in order to assist it in preparing its decisions. The GSAP acts as a technical body to assist the European GNSS Security Accreditation Authority in all aspects related to the accreditation of the Galileo system. A Crypto Distribution Authority CDA to assist the Security Accreditation Board in particular with regard to COMSEC material e.g. Crypto keys and COMSEC Controlled Items and questions related to flight keys FKC. The CDA is a new body which has been created by the SAB in 2011 with a mandate to be refined in 2013 and fully implemented in 2014. The CDA is chaired by GSA and composed by representatives from volunteering Member States. GSA Security Department The GSA Security Department proactively contributes to the fulfilment of the European GNSS Agencys mission by providing the security expertise in order to 1 achieve successful security accreditation of the systems, 2 secure programmes implementation and exploitation and 3 ensure a wide, secure and sustainable use of the Public Regulated Service. In order to support the SAB and its subordinated bodies the GSAP and the CDA, the Security Department has established an Accreditation Team who ensures the secretariat of the SAB, chairs subordinate bodies and provides technical expertise at all stages of the accreditation process. In order to complement its support to the SAB with regard to the CDA, the Security Department is establishing a new CryptoDistribution section and is looking for experienced staff to develop it pursuant to SAB instructions and in coordination with the Galileo Monitoring Center GSMC. TASKS AND RESPONSIBILITIES The Crypto Distribution and Flight Key Officerseconds the CryptoDistribution Authority Coordinator with regard to CDA and FKC activities. As such the incumbent shall in particular be responsible for Supporting the CDA Coordinator in the preparation of budget, schedule, deliverables and risks associated with the Flight Key Cell activities Preparing FKC activities for incoming launch campaign in relation with ESA, the Galileo Control Centres in Italy and Germany and the launch site in Kourou Transportation of classified flight keys from Galileo Control Centres to the launch site Supervising crypto activities from the generation of the keys to the loading of the keys into the satellites and surveillance of the classified satellites until the launch Ensuring the integration of the launch campaign schedule within the wider Galileo programme Coordination with the GSMC Handling security incidents with national authorities Providing regular reporting to the CDA Coordinator, GSAP and SAB on current activities status and risks. Typical tasks Support to the CryptoDistribution Manager in hisher tasks Organisation of FKC meetings with GSMC, Member States and ESA about 6 per year Management of the specific documentation for FKC SoP, security notice Coordination of the FKC team planning, convocation, flight keys transportation, administrative work, etc. Reporting daily activities during the main phases of a launch campaign schedule key generation and launch campaign Presence on launch site from the arrival of the satellites to the launch estimated 60 days in Kourou for each launch campaign, with multiple launch campaigns expected in coming years Production of reports for the GSAP and SAB on current status with recommendations to improve the work of the FKC one report per month. The position is located in the Galileo Security Monitoring Center in SaintGermain en Laye France and entails frequent missions to the European Union, in particular to the GSA headquarters in Prague Czech Republic and to the launch site in Kourou French Guyana. PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A. Eligibility criteria For your application to be considered by the Agency, you must meet the following criteria i A level of education which corresponds to completed university studies attested by a diploma when the normal period of university education is four years or more, OR ii A level of education which corresponds to completed university studies attested by a diploma and appropriate professional experience of at least one year when the normal period of university education is at least three years. 2.
