We are looking to further enhance our team by adding a Data Access Services Upgrade Engineer You will be based initially for 2 years at our clients headquarters in Darmstadt, Germany. Extension of a further 2 years may be possible. In this large European Agency you will find an excellent and modern working environment with challenging tasks and responsibilities. Your Tasks As support to the MME upgrade team, the Key person shall work on the ground segment requirements analysis, services definitions, architectural design, requirements implementation and verification of the MME parts of future Ground Segments. The duties range from analysis and design to testing of the MME ArchiveRetrieval and User services systems. The tasks will include Requirements analysis of programme requirements not related to the Ground Segments ITT requirements against the MMEs Generation of services definitions, compliance matrices, design justification, verification planstest cases and procedures and verification control documents Support to Analysis and evolution of current System Design to enhance the Data Access Services so as to meet programmes requirements Definition and maintenance of MME Data Access Services related Interface Control Documents ICDs Preparation of test specifications for Verifying MME Data Access services Support to Ground Segment reviews excluding access to financial data and schedule margins Support to Ground Segment Integration, Verification and Validation IVV tests for the MME Data Access services. Your Profile In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a minimum of five years working experience in the analysis of user requirements, software requirements, scalable software architectures, software development, testing, operations and maintenance of Data Access systems. In addition, knowledge and experience of the following is mandatory Engineering lifecycle aspect e.g. requirements definition, design, development, integration, verification and validation Service based approach for defining system specifications Tool based requirements management e.g. IBM DOORs Definition and formalization of interfaces between complex systems Portal technologies, web application server and web security concepts Hierarchical Storage Management Systems and Architectures i.e. SAMFSQFS Storage Concepts and Archiving Technologies NAS, SAN, Robotic Tape Libraries Formalised Software Testing Configuration Control Database Experience Schema design. Practical knowledge of as many as possible of the following will be an advantage OGC Interoperability Standards such as CSW, WMS, WCS, WFS XML, XML Schema and XSLT technologies Distributed applications, TCPIP and Web services CCSDS standards for data format representation Tool based Software Architecture and Design e.g. Enterprise Architect, UML 2.0 SysML Testing frameworks e.g. JUnit, JMeter. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The official languages are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language and have knowledge of the other. Job description Our customer, EUMETSAT in Darmstadt, Germany, is an intergovernmental organization supplying climaterelated satellite data, images and products 24 hours a day, 365 days a year to national meteorological services in Europe and other users worldwide. We are seeking an experienced Data Storage Services System Software Engineer to provide support to EUMETSAT in the development and maintenance of the storage systems making up EUMETSATs Storage Network Infrastructure SNI, with special focus on archive and retrieval services. The EUMETSAT SNI provides a backbone of storage services to all EUMETSATs programs, unified under a management framework. It satisfies storage service requirements in terms of size, performance, redundancy, availability, security, supporting meteorological archive, data protection and disaster recovery. Responsibilities As a Data Storage Services System Software Engineer, your tasks will include the administration and operation of the central archive systems, maintenance of the external storage, inventory and support to the operation of the storage services. Specifically, you will be responsible for the following tasks Monitoring of the facility services, storage and archive performance, investigation into HW and SW problems and performance of the relevant corrective actions Ensuring that in case of HW or SW failures the operational configuration can be restored, including the definition, maintenance, performance of backuparchive procedures Liaison with the external providers of HW and SW maintenance for the request and follow up of maintenance interventions Analysis, planning and performance of HW and SW upgrades or reconfigurations, taking care of compatibility issues between storage subsystems Implementation and maintenance of scripts andor procedures where applicable for the automated andor controlled execution of the above activities, generation or update of associated technical documentation Provision of support to design future evolution of the facility to accommodate the requirements of current and future programs, generation and maintenance of associated documentation Always apply the relevant change management control and maintenance procedures You will be required to prepare, coordinate and communicate in advance and in detail critical activities, to be shared for review and approval prior to the actual execution of the work. This is a fulltime position with a planned starting date in September 2016. You will be nominally based at EUMETSATs facilities in Darmstadt, Germany. Working time is normal working hours, and may require standby and oncall support outside normal working hours. Support to critical operations might be required. Qualifications Competencies In addition to having a university degree or equivalent, you will have minimum of 5 years experience in the administration and troubleshooting of distributed storage systems. The experience should have been made in an operational or production environment, characterized by custom applications in addition to standard software, running both on the client and server side, and by high availability requirements. FCC proposes reforming business data services market

The chairman of the U.S. Federal Communications Commission is proposing to reform the estimated $25 billion a year market for high-capacity data and voice connections, known as special access lines, to businesses. FCC chairman Tom Wheeler on Friday said he was proposing barring some contractual practices by circuit-based systems that make it harder for businesses to switch to other data carriers like internet-based services as part of a new proposed "regulatory framework."
