For our activities in ECSAT, we are currently looking for a Telecommunications Satellite Payload Engineer. Tasks and Responsibilities The key person is expected to deliver support to the Payload Technologies and Products Section of the Technologies and Products Division, Telecommunications Technologies, Products and Systems Department, Directorate of Telecommunications and Integrated Applications. The post holder will be responsible for the management of activities devoted to the development of payload technologies and products for telecommunications satellites under the responsibility of the Payload Technologies and Products Section TIATTP, including Support the initiation of activities related to technology and product development for payload applications Support the establishment and control of relevant ESA requirements, specifications and general documentation Evaluation, support to negotiation, monitoring and control of development contracts and activities Preparation of inputs to status reports Contribute to the preparation of technology and product development work plans Support other members of the TIATTP section on their projects and share expertise within the section Monitor market and technology trends and developments in the area of satellite communication Cooperate with specialists in other ESA departments Identify any issues during the procurement phase, the running or closing of an activity, and flag them for attention in a timely manner Support the timely preparation of papers for Adjudication Committee meetings or Delegate bodies IPC, JCB, with high quality standards Provide inputs for the Department Business Intelligence management system Support TIA communication activities in line with the ESA TIA Communication Policy rules Follow the relevant and applicable ISO procedures Maintain the required level of confidentiality and security as defined in the ESA Security Directives. Requirements The key person shall have a university degree or equivalent qualification in engineering and experience in payload technology and products for telecommunication satellites and general experience with the design, analysis, qualification, testing and implementation of satellite payload equipment for telecommunication satellites, with substantial experience in one or more of the following Management of development contracts for satellite payload equipment. Design, development andor exploitation of active RF units, such as o low noise amplifiers, o channel amplifiers and linearisers, o power amplifiers, o frequency converters, o digital signal processors A sound knowledge of multiple different types of active payload equipment and their functions at payload level is required Willingness to travel, when required Ability to work in an international working environment and be fluent in English a high level of written and spoken English is essential. It is expected that the service is provided predominantly onsite at ECSAT Harwell, UK. Regular travel for the purpose of supporting meetings and reviews at Industry premises and to ESTEC in particular shall be undertaken as required by the implementation and running of the ARTES activities. Tasks and Responsibilities The key person will carry out tasks which support activities typically related to Phase BC of a space programme in the area of system design engineering and architecture definition. The key person will work within the Sentinel6JasonCS project, with potential support to other LEO programmes. The key person will perform system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation and requirement maintenance Functional analysis and architecture design applying system modelling engineering methods and techniques Subsegment components specification Interface and data structures and flows definition Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning. In the performance of these tasks, the key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Requirements The key person shall have a university degree or equivalent in an engineering discipline relevant to the job profile together with the experience and capability to fulfil the assigned tasks with a minimum of supervision. Knowledge and experience with the following is considered mandatory Extensive System Engineering life cycle experience for the development of remote sensing and Earth observation systems At least 5 years demonstrated experience in the field of systems engineering and architectural design ISO, Software development, and Space and Ground System engineering processes and standards. Experience in Model Based System engineering methods, techniques and tools Experience in the use of modelling and design tools in support of architectural design activities e.g. CORE Knowledge and experience with the following is considered an advantage Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS Good knowledge of at least 2 of the following and an overview of the others o Networking Communications, o Ground Stations, o Near RealTime Data Processing, o Monitoring and control of satellites, o Monitoring and control of ground systems Data communication networks and protocols. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The key person shall be in possession of sound interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision, exhibiting good oral and written communications skills, analytical capabilities, and motivation.
