For our activities in EUMETSAT, we are currently seeking a Dissemination Engineer to work within the System Engineering and Project Division in the TSS department. The Engineer shall provide support to the Dissemination Team of the Realtime Services and Operations RSO Division of the Operations Department supporting routine operations of all EUMETSAT dissemination and encryption services, the introduction of new products and the operations preparation phases of new dissemination services such as GMES Sentinel3 and MTG. The tasks of the Engineer will be carried out mainly at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. The successful candidate shall provide support to the routine monitoring, development and operation of current and future EUMETSAT dissemination systems managed by the Dissemination Team of the RSO Division. The duties range from the support to the operation of the various dissemination components, to the analysis, testing, and implementation of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular, the tasks of the Engineer will include Support to routine operations of the dissemination and encryption functions within the EUMETSAT Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. This task requires the provision of standby and callout support out of normal working hours Support to the operations of data encryption functions in the ground and space segment of EUMETSAT programs Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems Support to the preparation, validation and verification of ground segment operational procedures Support to dissemination services related training of the Realtime Services and Operations Team Support in the analysis and resolution of user enquiries related to dissemination services Support to the validation, verification and rollout of new releases of dissemination and encryption software Investigation into system anomalies that impact on the data dissemination services Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions Support to design, implementation and verification testing of corrections and improvements Coordination of the operational validation of releases and changes affecting the dissemination system Support to definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports Support to the HW and SW configuration of EUMETCast Reception Stations Support to the validation and rollout of new releases of EUMETCast Reception Station SW packages Analysis of problems in the area of EUMETCast Reception Stations Support to activities in the EUMETCast uplink domain, including operational validation of releases and changes implementation and validation of new services and new data flows integration of new data providers management of the configuration of the EUMETCast uplink server. Support to the generation and maintenance of a products database for dissemination administration Participation in meetings and reviews Analysis and review of future Dissemination Programme Requirements in an operational context. In the performance of these tasks, the candidate shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Qualifications and Requirements Applicants require a University degree or equivalent in a relevant discipline, and shall have a minimum of 3 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBsatellite communications and ground segment operations. The candidate shall have significant work experience on operating system level in major Linux distributions and Windows 2000, XP, Windows7. Essential Computer literacy, including Configuration, installation and scripting for Linux and Windows Evaluationanalysis of systemapplication events and logs Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks Satellite based and terrestrial data distribution systems Provision of near realtime data services in a highavailability environment 247 Support of operational 247 data services Interaction with endusers Coordination of system changes and interfaces with external organisations Encryption technologies, e.g. USB smart cards, TripleDES Formalised hardwaresoftwaresystem testing Configuration control. Desirable DVBS based receiveonly earth stations for satellite communications IP multicast data distribution systems, such as Tellicast provided by Newtec Dissemination of meteorological andor environmental products XML language and tools Subversion, eclipse Unix scripting bash, perl, python DVBS2 technology. The Engineer shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other.
