Dec. 04--CARLSBAD -- Workers said that if it wasn't for a smaller fire prior to a larger explosion at the Ramsey Plant in Orla, Texas, the damage may have been worse. "I heard a big kaboom," said one man from Carlsbad who asked not to be named.
