Location ESA Headquarters, Paris, France Our team and mission The EU Policy Office is tasked with preparing, assessing and proposing scenarios for the institutional evolution of the European Space Agency in the context of its relationship with the European Union. The entry into force of the Lisbon Treat in 2009, which granted a competence in space to the EU, has indeed complexified the institutional organisation of the European public sector, with the addition of the European Union as a source of decision making in Space Policy, in parallel to European States. Research on the new multilevel governance system stemming from this new situation is needed to fully assess the scenarios for ESA evolution. Interested candidates are highly encouraged to visit the ESA website www.esa.int Fields of activitiesresearch The Research Fellow will be working for the EU Policy Office in the Director Generals Services and will be reporting to the Head of the Office. The postholder will conduct research on the multilevel governance of space policy in Europe in the context of the Lisbon Treaty and of the relationship between ESA and the EU. This will, in particular, require indepth studies of various aspects of the institutional rules applicable to EU space policy making, studies on the evolution of EU space policy with regard to its different elements and Analysis of the policy and political context within the EU Member States. The postholder is furthermore expected to actively participate in conferences and meetings to share and promote hisher knowledge. Preference will be given to applications submitted by candidates within five years of receiving their PhD. Additional requirements Applicants must have research experience in European Union law and politics with good knowledge of the EUs space policy. In addition to the above competencies, Applicants should also have the ability to understand and cover a wide range of interdisciplinary issues. ability to transfer complex analytical content into short, simplified policy briefings. ability to understand and conduct qualitative and quantitative research. ability to conduct research autonomously. ability to gather and share relevant information. The working languages of the Agency are English and French. A good knowledge of English is required for this post. Knowledge of other member state languages is considered an asset.
