MTA exploitation takes toll on Staten Island

Allen Cappelli, the only MTA board member from Staten Island, was the lone dissenter in a 10-1 vote that hikes the toll again at the Verrazano-Narrows Bridge. It was OK'd by a 10-1 vote.
