The Texas Commission on Environmental Quality has issued the first uncontested water rights permit for a new reservoir in the state in 50 years, the next-to-last major step for the North Texas Municipal Water District to build its Lower Bois d'Arc Creek Reservoir in Fannin Count y. The water district still needs final approval from the U.S. Army Corps of Engineers for a Section 404 permit under the Clean Water Act.
