This post is classified in the A2A4 grade band of the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands. DUTIES The postholder will report to the Head of the Project Control and Risk Management Service and be responsible for project control and administrative functions and facilities necessary for the execution of one or more missions. Typical project control duties will include preparing, developing and maintaining the overall programmatic aspects of the projectmissions, including space segment, payload, launch, ground segment and Agency provided services. The programmatic aspects include cost, finance, schedule, logistic, configuration, documentation and progress control as well as general project administration implementing and operating planning and control procedures to provide full visibility on all activities related to the progress, using established procedures and information systems preparing estimates for new project activities and maintaining historical project databases identifying potential problem areas and proposing mitigation actions preparing reports as required assisting in the preparation of tender documents with respect to cost, management and scheduleplanning requirements and participating in the evaluation of proposals preparing information required for subsequent contract negotiations and participating in all tasks related to placing of contracts supporting, within the framework of the Agencywide risk management policy, the establishment and implementation of risk management procedures participating in the establishment and maintenance of the Directorates project control procedures and computerized information systems supporting the Head of the Project Control and Risk Management Service in executing the duties. The postholder will be assigned to specific projectsmissions and will report functionally to the ProjectMission Manager, and hierarchically to the Head of the Project Control and Risk Management Service. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in engineering or business administration and a solid working background in the disciplines related to the tasks described. Substantial experience in the application of project management and project control principles and in the preparation, negotiation and implementation of major industrial procurements and the ability to establishuse advanced project control techniques, is essential. Applicants are expected to demonstrate excellent planning and organisation skills, an ability to synthesise complex information and a capability to work efficiently in a team environment. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. CLOSING DATE The closing date for applications is 18 November 2014.
