This post is classified in the A2A4 grade band on the Coordinated Organisations salary scale. LOCATION ESTEC, Noordwijk Netherlands. DUTIES The postholder is responsible for conducting systemlevel engineering activities related to the development of the EDRS infrastructure and conducting systemlevel engineering activities related to the EDRS services to be provided to the Copernicus Programme, as well as to ISSColumbus and to other future users. The incumbent will be supported by engineering staff from the ESA Technical Directorate, and will liaise closely with the DEOP Copernicus operations team, the EDRS private partner and industrial contractors. The postholder reports to the EDRS System Engineering Manager. Specifically, the incumbent will be responsible for supporting management of all endtoend systemlevel engineering activities for the EDRS infrastructure, in cooperation with the project internal engineering staff and the industrial prime contractor ensuring compliance of the EDRS infrastructure with the mission and systemlevel technical and performance requirements, with particular emphasis on the endtoend services ensuring proper implementation of the EDRS operations concept and interfaces visvis the Copernicus users, in cooperation with the industrial prime contractor and the Copernicus operations team defining the EDRS operations concept and interfaces visvis the ISSColumbus user as well as other future end users ensuring that the EDRS inorbit verification and standalone commissioning approach is coherent with the EDRS mission and system requirements, the user requirements and the operations concept coordinating, in cooperation with the EDRS prime contractor and the Copernicus end users, all activities related to the user commissioning of the CopernicusSentinel missions into the EDRS service ensuring the correct calculation of the EDRS services Key Performance Indicators and their compliance with the relevant Service Level Agreements supporting the preparation and implementation of all major reviews at system, space segment, and ground segment level. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in a relevant engineering discipline together with experience in the field of optical data relay systems and applications. Experience of working in a project environment is an asset. Experience in Earth Observation mission planning and operational constraints, ideally in the frame of the Copernicus programme will be considered an asset. The successful candidate should demonstrate excellent analytical skills and the ability to synthesise complex technical information. In addition applicants should have the ability to cooperate successfully with industrial and private partners towards the achievement of common goals. Candidates should demonstrate proven experience in the analysis of user requirements, definition of service concepts and in the establishment of service KPIs, ideally in the area of data relay. Experience in testing and validating the performance of optical communication payloads in orbit is an asset. For behavioural competencies expected from ESA staff in general, please refer to the ESA Competency Framework. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. CLOSING DATE The closing date for applications is 30 August 2016.
