WinCo to open in former Top Foods site in Edmonds

A new WinCo Foods grocery store is planned to open at the former TOP Food & Drug Store on Highway 99 that closed last summer. The Boise, Idaho,-based chain signed a lease for the property at 21900 Highway 99 in the past few weeks, said Michael Read, a WinCo spokesman.
