Ajilon Technology Aerospace is looking for a Resource Controller M3 for an opportunity at the European Space Agency in Noordwijk the Netherlands The work package covers support to the management, administration and control of the main activities including procurement actions and resources budgets, manpower, workforce of an ESA Business Unit as well as to ESA Corporate level controlling activities. As such it includes the following main tasks General Management Support and Controlling Support to the processes related to the main resources of the organizational entity i.e. budgets, manpower, staffing, including planning, execution and followup of the activities and resources budgets, manpower, missions, recharges of the Business Unit. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers. Assisting in the definition, preparation, implementation and maintenance of management support tools to ensure efficient execution of the related tasks. Contribution to the definition of new and improvement of existing related processes and tools and production of related documents. Budgets Administration It covers support to the planning, monitoring and operations of the BUs financial resources i.e. budgets, costs and disbursement and to ensuring the overall coherence with the BUs activities. It includes in particular support to Coordination and consolidation of longterm strategic outline of financial resources, including multiyears resource planning LTP, MYP, establishing financial baselines for next year and maintenance of inyear plans, covering commitment ceiling, costs and disbursements, and including manpower, missions, procurements and recharges. Elaboration of recharge rates for the Cost Centres of the BU, controlling of their overall financial balance, contribution to the recharging process. Monitoring and controlling of the financial resources versus plans, identifying deviations w.r.t. planstargets and producing related reports to the responsible management, etc. Performing related data analysis and performance assessment in year and multiyears, elaborating related BU and activity level KPIs, etc. Maintaining related master data for the BU such as WBS, AnalysisCost Centres. Monitoring utilisation of commitment ceiling for BU funds and fund centres and taking necessary actions visvis Finance Department to redistribute allocations as required. Contributing to the overall efficiency of related processes and tools, and to coherence and quality of related data. Contribution to the definition of new and improvement of existing related processes and tools and production of related documents. Assisting in the definition, preparation, implementation and maintenance of management support tools to ensure efficient execution of the related tasks. Acting as the Directorates interface to the Finance Department at ESTEC and with other corporate services as appropriate Liaison with Contract, Budget and Payment Officers to ensure the coherence of the internal and external administrative data. Appropriate skills and specific experience in the following fields Proficient in the English language, both written and spoken. Experience in the field of controlling of resources and activities andor financeaccounting, at administrator level andor assistant level. Familiarity with budgeting, accounting, procurements at ESA is an asset. The post holder will be assigned to the Resource Management Office of the Directorate of Technical and Quality Management DTEC and will be responsible for Coordination and consolidation of inyear and multiyear resource plans Multiyear analysis, historical trends Proactive ProgrammeProject controlling, analysis and reporting Interfacing with counterparts in other Directorates, such as financecorporate controllersproject controllers, as well as within DTEC Interfacing with Directorates Business Controller Administration Managers EC FP7H2020 reporting Asset Management and inventory coordination Monitoring and control of Service Level Agreement Proactively contributing to the definition, implementation and improvement of management support processes, methods and tools Contributing to the multiyear performance assessment and specific analysis of the Directorate Supporting colleagues in the team to ensure smooth operations and continuous high standard of service to internal and external customers. Requirements Candidates should possess excellent analytical and reporting skills with the ability to manage large and complex data sets. The ability to synthesise complex information. Excellent interpersonal skills demonstrating a balance of assertiveness with the ability to work well in a team environment. A resultsoriented and proactive approach. Applicants should demonstrate excellent communication skills, and be client focussed. They should have proven ability to work autonomously, whilst being a cooperative team player in a diverse and international team.
