Tribune: The headlines were all about fracking. But last weeks big Wyoming Supreme Court decision was about something arguably more important: transparency. The question before the court was whether state regulators wrongfully withheld requests to disclose the ingredients in fracking fluids to the public. Environmentalists said the regulators were wrong.
