The engineer shall work in the Climate Service Team within the Operations and Services to Users Department at EUMETSAT. Although based at EUMETSAT, the tasks are part of a European endeavour and will be carried out in close coordination and cooperation with the European Space Agency ESA Climate Office in Harwell, UK, the European Union Joint Research Centre in Ispra, Italy, and the European Centre for MediumRange Weather Forecast ECMWF in Reading, UK. The engineer will work at EUMETSAT Headquarters, located in Darmstadt, Germany. PROFILE The Key Person shall have a University degree or equivalent in a relevant discipline with the experience and skills specified hereafter Basic understanding of satellite remote sensing related to climate including the framework of Essential Climate Variables Demonstrable experience in systems engineering methodology, practices, and standards including familiarity with requirements engineering and system development methodologies Demonstrable experience in designing, developing, implementing, and maintaining database management systems such as PostgreSQL or MySQL or others Demonstrable experience in active participation in international projects. Experience Qualifications In addition to the mandatory experience, the following capabilitiesexperience would be advantageous Familiarity with functional modelling techniques and languages such as UML Experience in development of web applications using GWT serverclient framework, Java, JavaScript, HTML and CSS Experience in developing scientific software using higher programming languages, such as CC, FORTRAN, and IDL as well as usage of scripting languages, such as Python, Perl, and Shellscript on Unix environments. The engineer shall have strong analytical and problem solving skills, supported by excellent written and oral communication. This should be coupled with good interpersonal skills, together with a collaborative approach, and a proven ability to apply these to the interactions within a team and between teams in international environment. The Key Person shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision. TASKS EXPERIENCE Quality control and achievement of scientific and technical consistency of the full existing CEOSCGMS ECV Inventory interacting with data providers worldwide. This includes the development of a regular update mechanism for the inventory content incorporating inputs from the data providers Definition, design and validation of a gap analysis process aimed at the identification of gaps and missed opportunities for the creation of ECV Climate Data Records from existing and planned missions Assessment of the ECV Inventory readiness for a gap analysis process, e.g., by analysing how incomplete information may impact a gap analysis as described above Coordination of inventory and gap analysis activities with the ESA Climate Office Performing a gap analysis for specific priority areas considering ECV interrelationships and analyse results Gathering additional user and technical requirements from C3S for the ECV Inventory Design, development and implementation of ECV Inventory extensions, as needed Provision of support to the CEOSCGMS WG Climate in drafting an action plan based on the gap analysis results Compilation of technical notes and presentations to the CEOSCGMS WG Climate Attendance at meetings of the CEOSCGMS Joint Working Group Climate. This is a permanent position, calling for experience of satellite meteorology or oceanography related to climate. You will be placed on assignment based near Frankfurt in Germany for several years. Candidates should ideally be available to start in August 2015. The main working language is English. Our client is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. Vast quantities of data are produced and user communities throughout the world are able to access both current and historical data sets. The role will embrace Development and implementation of operational product reprocessing chains including algorithm processors Software development and implementation of operational functional and product quality monitoring procedures Acquisition of data from internal and external sources to support product quality monitoring Control and execution of operations with respect to both data set generation and evaluation Preparation of data sets for ingestion into a data centre Supporting he validation of products employing quality monitoring procedures and other validation techniques Support to the development and maintenance of operational procedures for data set generation Compilation of technical notes on data set generation issues and relevant data set documentation including validation reports, user guides and format descriptions Compiling results into presentations Attendance at scientific and technical meetings Support to international projects and coordinating organisations The key experience and attributes sought are Basic knowledge in satellite meteorology andor oceanography related to climate Basic knowledge in satellite instrument calibration and intercalibration Experience in measurement uncertainty analysis metrology andor validation of satellite products including climate data records At least five years experience in developing scientific software using languages, such as CC, FORTRAN, and IDL inclusive of object oriented software design Experience in using scripting languages to organise data processing, such as Python, Perl, and Shellscript in operational Unix environments Experience in software build environments and source code control systems e.g. Subversion, Rational ClearCase, CVS Experience in the usage of native and community data formats NetCDF 3 and 4, GRIB, HDF5, and BUFR Experience in large data volume processing in operational processing environments Experience of participation in international projects Knowledge of some of the following would be advantageous Expertise in inversion methods for the retrieval of geophysical parameters Database management systems such as MySQL or others Experience in development of web applications using GWT serverclient framework, Java, JavaScript, HTML and CSS Expertise in formalised software testing such as unit and regression testing. Candidates should possess a University degree in Meteorology or a similar discipline. Fluency in English is essential and some ability with French advantageous.
