Consultancy support for epssg endtoend instrument processing chains performance engineer

TASKS The activities for the selected consultant will be related to overall System aspects for endto end instrument functional chains, i.e. involving the space segment satellites as well as the ground segment, the latter consisting of the data acquisition systems, monitoring and control systems, data processing chains and product dissemination facilities. The consultant will be part of our client EPSSG System team and provide support for tasks related to mission performance allocations and budgeting, definition and specification of scientific algorithms for geolocation, radiometric correction and spectral calibration, definition of the approach for instrument calibration and product validation, specification of enduser products for imaging and sounding instruments. A major part of the work to be undertaken by the consultant will be to follow up and assess the outcome of the ongoing activities done by different groups in the EPSSG team EPSSG system team, EPSSG instrument team, EPSSG science team and EPSSG ground segment team, and ensure that all the inter disciplinary activities are done in a systematic way, compatible with the EPSSG programme objectives and constraints. Typical activities to be undertaken by the consultant are Contribute to the consolidation and maintenance of the system requirements relevant for the development of the EPSSG enduser products Confirm that the operational processors which are developed as part of the EPSSG ground segment are able to meet the performance requirements defined Support validation of products and verification of processing algorithms Review and contribute to the preparation of algorithms specifications and product specifications to confirm and ensure their consistency with the System requirements and design documents Review space segment and instrument documents to identify implications for the processing specifications of the operational processors Support regular reviews of System, Space Segment and Ground Segment documentation relevant for EPSSG data processing chains Participate in formal reviews and technical meetings at system and ground segment level Support preparation of documentation for System level reviews Support coordination of interdisciplinary meetings relevant for data processing chains Support studies internal or external and evaluate their results when relevant for data processing chains, including specification and validation of algorithms. PROFILE The consultant shall have University degree in the domain of engineering, science, or equivalent Direct involvement in the following areas, with at least 3 years of combined experience o Specification of level 1 algorithms for geolocation, spectral and radiometric correction and calibration and of level 2 geophysical algorithms, for spaceborne observation systems as imaging andor sounding instruments o Mission performance analysis, budgeting and verification for spaceborne observing systems as imaging andor sounding instruments. Good command of English language is mandatory. The following experience would be an additional asset Knowledge of relevant spaceborne observation instruments EPSSG satellites will embark sounders and imagers from the ultraviolet to the microwave range, a scatterometer and a radiooccultation instrument. The consultant shall be able to fulfil the assigned tasks with a minimum of supervision, have a systematic approach to work, be able to plan hisher work and to cope with tight schedules and multiple tasks. Heshe shall have the capability to write accurate and consistent technical documentation. Good communication skills verbal and written are important. Qualifications and Requirements In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a demonstrated experience of at least five years in the field of Spacecraft Operations with specific experience as follow Expertise in space to ground interface and end to end system dataflow ensuring mission data availability to end users. Good system knowledge of the main functional elements of a ground system which are used for the monitoring and control of a satellite. Spacecraft monitor and control operations on SCOS based system. Experience in the operation or development of satellite ground segment facilities, in particular procedure development, monitor and control, mission planning, onboard software management, performance analysis, configuration management and simulator facilities. As already experienced key role in the definition and the validation of specific operation preparation phases such as SSVT, validation campaigns or rehearsals. Operation development life cycle and Operation Preparation environment such as procedure editor and databases management tools. Specification of system and operational concepts, facility requirements and external operational interfaces management. Furthermore, it would be a distinct advantage for the Key person to have experience with some of the following Inorbit System operations of Low Earth Orbit Earth Observation satellites. Tasks The activities performed by the keyperson will be an input for the overall System and Ground Segment VV activities. The keyperson will typically be involved in tasks related to the planning and preparation of System VV activities and following up assessing VV activities performed at Space Segment andor Ground Segment level as far as relevant for System VV. The tasks described below will initially focus on the needs of the EPSSG Preparatory Programme up to the end of Phase B but nominally cover also subsequent phases. Note also that the actual start of the execution of System VV test activities is currently expected for late 2018 and therefore related tasks are not the subject of this consultancy and thus not included in the list. Typical tasks will include Refinement maintenance of the approach method, level, phase, etc. to be applied for verification of EPSSG System Requirements and recording in the DOORS database, used for System requirements management. In this context, specifically ensuring consistency with the verification approach applied at subSystem level e.g., Space Segment, Ground Segment through analysis of relevant documentation and iterations with those responsible for subSystem level verification. If occurring during the period covered by the consultancy, assessment and tracking of verification activities at subSystem level and recording of relevant results in the DOORS database. Support for the preparation maintenance of System VV test plans and test cases, taking into account the established approach for verification and, for validation, operational scenarios as identified in the EPSSG Reference Operation Plan. Preparation of prelaunch VV test specifications, with details about test objectives, test steps, needed resources, test tools test data, passfail criteria, etc. Contribution to the identification and specification of test tools test data sets, with the aim to ensure consistency with the defined test cases and test setup. Support for contribution to the inhouse development procurement of test tools test data sets. Planning of the later execution of System VV tests, taking into account delivery dates of subSystem elements, constraints imposed by the EPSSG toplevel schedule such as dates for relevant System reviews, test interdependencies, etc. In addition the keyperson will be involved in some more general tasks Participation in relevant internal and external meetings. Regular review of System level documentation dealing with requirements, system concepts, architecture and design, technical analyses, to identify information of importance for test tools test data. In addition, and with the same aim, analysis of documents provided by other teams in EUMETSAT and by external partners. Support for the preparation of documentation for System level reviews, specifically the Preliminary Design Review PDR at the end of Phase B in 2015. Upon approval of the full EPSSG programme by EUMETSATs Delegate Bodies, further reviews would take place in Phase CD during the subsequent years. Some activities will involve interactions with other teams at EUMETSAT contributing to EPS SG activities and also, as relevant for the work, with engineers at partner agencies Qualifications and Requirements The keyperson shall have the following mandatory experience and background University degree in the domain of engineering, physics or equivalent. At least 5 years of general experience in the field of engineering of space andor ground systems, in the area of Earth observation from space. At least 3 years of involvement in the preparation andor execution of VV activities at System level combined Space and Ground Segments or at Ground Segment level of such Systems. Experience with the preparation of test plans, test specifications andor test procedures, prepared for VV of such Systems. The following would be beneficial Experience with Satellite System Validation Tests andor RF test campaigns. Handson experience with the development of test tools and compilation of test data sets.
