As a support to the GSI IME team, the Ground Segment Infrastructure Maintenance Engineer shall provide support to the Copernicus Sentinel3 operational support and maintenance of the Copernicus Sentinel3 infrastructure. The duties range from the installation, testing, maintenance and operational support of the missionspecific and MME infrastructure. This may include the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external service providers. In the performance of these tasks, the key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Heshe is expected to support the writing and reviewing of the requirement specifications and change proposals, to support the preparation of procurements, to participate in technical inspections and reviews, to support the documentation of the ground segment infrastructure system design, to contribute to the writing of evaluation reports, review reports, test reports and overall status reports and to support the change management procedures related to Copernicus Sentinel3 and MME infrastructure. The tasks of the key person will include Generate and maintain installation documentation, including layout diagrams, Infrastructure Interface Control Documents, cabling database, network diagrams using the Struxurware data center management and iPatch cabling management tools Contribute to the definition of the layouts in the operational rooms Perform the physical installation of infrastructure for the S3 equipment installation, such as cables, interface panels, network devices, consoles, racks and furniture. Support the evaluation of compatibility of Data protection solution proposed by the S3 programme with the existing SNI operational system Liaison with the external providers of SNI HW and SW maintenance for the request and follow up of maintenance interventions Maintain the S3 Requirements Specifications on Operational Infrastructure, covering the building infrastructure and SNI for Data protection aspects Participation in any necessary meetings and reviews Provision of support, as required, to critical operations during system commissioning operations. Perform any task as directed by the GSI IME Manager PROFILE In addition ofhaving a university degree or equivalent working experience, the key person shall have at least 5 years working experience in the field of building infrastructure and Data protection Knowledge and handson experience with the following is mandatory Server rooms layout design, with optimal occupation of space for racks and efficient usage of resources power and cooling Interrooms and interbuildings data connection techniques Racks installation, cable laying and equipment installation and testing Electrical power distribution infrastructure Technical Drawing software packages i.e. MS Visio Operation of backup and recovery solutions Development and maintenance of complex operational ground systems, preferably in the area of 247 operational remote sensing satellites Experience of ground segments which are designed and developed taking advantage by the reuse of existing generic infrastructure and functional elements System and Interfaces Engineering I AIT experience for the development of major upgrades I new ground systems in a 247 operational environment. Working experience with Struxureware DCIM tool and iPatch cable management tool Experience in the administration and troubleshooting on some of the following shall be considered as an advantage Networking Communications Satellite Monitoring and Control systems Data dissemination and archiving Near RealTime Data Processing, The official languages of EUMETSAT are English and French. Client and Location For one of our main customers EUMETSAT, located in Darmstadt Germany, we are currently looking for an engineering consultant who will support the Mission Control Applications and Tools Team MCAT within the Generic Systems and Infrastructure Division. This division is in charge of engineering, maintaining and upgrading generic ground segment functions, services, infrastructure and tools in response to requirements of operational and future programmes. In particular, the MCAT is responsible for the maintenance and evolution of all Satellite and Ground Segment MC applications and tools. Tasks and Responsibilities The Consultant shall support software development and maintenance aspects of MC components and applications. The support is focused on but not limited to the elements that are designed with an objectoriented approach and following a clientserver architectural organization. The development cycle includes the typical phases requirements, design, development, testing with formal procedures related to configuration control, verification against the software requirements and rollout into operations. Development ranges in a mixed multiplatform environment, from fixing problems and engineering changes, technical support to the continuous operation of the system, including analysis, investigation and resolution with the creation of appropriate documentation. Main duties include Maintenance and Evolution activities Software development using C and Java engineered in Windows and Unix environments, interacting with Commercial Off The Shelf COTS products Preventive maintenance Support to the 247 smooth running of facility software applications and their operating systems and in the case of anomalies affecting operations, identifying and applying appropriate first line corrective actions ensuring that in the case of problems with applications, operating systems or COTS, that the operational configuration can be restored Corrective maintenance Investigation into relevant anomalies and solutions, their documentation and classification, with suitable, followup of the delivery of software updates System Evolution Analysis of userdriven requirements, generation of software requirements, design, implementation and verificationtesting activities Verificationtesting activities Generation of verificationtest procedures and delivery documentation, participation in verification and regression testing activities at unit and system level, participation in factory acceptance testing campaigns and execution of onsite verification testing at integration level System Upgrades Analysis, planning and management of application, operating system and COTS upgrades and reconfigurations, taking into account any compatibility issues Definition and management of technical documentation and procedures in support of these activities. User Support Applications support Software and technical support to the endusers of the application software by request Attendance in meetings Participation in technical, progress and team meetings, submission of reports as required On call service On occasions, provision of standbycallout support to operations and support to critical operations out of normal hours Additional support Provision of support to other areas and programmes as required, for example, supporting the simulations infrastructure. Technical Management Documentation generation and updates of technical documents Meeting participation participation to technical, progress and team meetings as needed and requested Routine reporting preparation and production of routine reports as necessary Contractor management at technical level acting as point of contact with the contractor for technical discussions, review of technical documentation from the contractor, organising periodical technical meetings with the contractor. Software engineering framework support Analysis activities focused on a common software engineering framework for the GSI Mission Control Applications and Tools Team Development of tools implementing this software engineering framework. Experience and education In addition to having a University degree in a relevant engineering discipline, the consultant shall demonstrate significant knowledge and experience in the area of software development. The consultant shall have skills and experience in software development with the following Mandatory areas Domain Skills Extensive experience minimum 5 years in the definition, development and maintenance of Mission Control Functions software applications with focus on development whole life cycle for typical MC applications covering aspects like TMITC, Automation schedule and procedure execution, Operations Preparation, etc... Good knowledge and understanding with working experience evidence of space related standards ECSS and CCSDS related to spacetoground interfaces. System Development Maintenance Skills Extensive experience minimum 5 years in software development and maintenance following formal software lifecycle processes resulting in multiple customer deliveries covering production of requirements, design engineering artefacts and implementation reflecting corrective and evolution software maintenance activities as well as new applications definition Extensive experience minimum 5 years in verification and validation process and experience of supporting testing campaigns and related activities test procedure generation, nonregression testing, requirements verification and validation. Software, Technologies and Engineering skills Extensive experience minimum 5 years in designing and developing software components and applications using Object Oriented 00 approach including design patterns Extensive experience minimum 5 years designing and developing software components and applications using C, Java and scripting languages under both Windows and Linux platforms Experience with formal software development environments like Eclipse IDE and Microsoft Visual Studio. Documentation and Configuration Management Skills Good knowledge of MS Office Suite applications and experience with Documentation Management systems o Experience in using Configuration Management and Anomaly Reporting and Tacking tools. It would be a distinct advantage for the Consultant to have experience with some of the following optional skills Domain Skills Knowledge of ESA mission control software products, such as MICONYS suite e.g. SCOS2000, NIS, EDDS, GFTS, etc... Spacecraft andor TTC GSt simulation environmentssystems e.g. SIMSAT, TEVALIS Experience with MC systems and related user requirementsneeds for GEO missions. System Development Maintenance Skills Software support to users and in general to Flight Control Teams Work experience in a 247 operational environment characterised by high availability needs. This includes experience with oncall support to operational systems. Software, Technologies and Engineering skills Experience developing interacting middleware components and applications using TCPIP and CORBA Experience with scripting languages e.g. Python, PHP, Unix Shell scripts, etc... Experience developing software components and applications making use of Web Applications technologies client and server side Tomcat, JavaScript, HTML5 Knowledge of OpenVMS platform. Due to the variety of the tasks and the scope of the systems to be supported, the Consultant shall be able to quickly adapt to changes in assignments, manage his tasks in an efficient way demonstrating high degree of independence and autonomy, excellent analytical skills, effectiveness within a small team, good presentation and communication skills. The Consultant shall be able to conduct all activities in an orderly and disciplined manner, encouraging a friendly and cooperative working environment, demonstrating capabilities in applying principles, accept criticism and being open to discussing and share solutions with other. Moreover is expected to actively participate, as required by the Team Leader, in technical meetings andor periodic reviews and activity assessments. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore, consultants must be able to work effectively in this language and have an acceptable knowledge of the other.

Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The key person should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution. Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent. Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs. Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication. Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination. Network performance monitoring in terms of both the network and the applicationssystems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc. Familiarity with IP based Telephony Systems Other Skills Able to work effectively in English The key person shall also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment.
