A vocational school will have to keep looking for a bigger home now that the City Council here has denied the use permit it needed to move into offices along a thoroughfare dominated by auto dealerships. Antioch council members voted 4-to-1 Tuesday to overturn the planning commission's approval of a conditional use permit for Contra Costa Medical Career College, citing the need to reserve the site on Auto Center Drive for the kind of businesses that can produce significant sales tax revenue.

NLRB Revisits and Overturns Longstanding Precedent Regarding Disclosure of Witness Statements

As we reported in an earlier blog post , the National Labor Relations Board issued the American Baptist Homes of the West decision in December 2012, overturning more than 30 years of precedent shielding witness statements from disclosure. In June 2014, however, the Supreme Court handed down the Noel Canning decision , in which it found that President Obama's January 2012 Board appointments were invalid and thus the Board lacked the necessary quorum of three members to issue valid decisions from that date until August 2013 .
