Overview The incumbent will support the Business Development Management Supply Office. Activities will be in the area of General Management and Controlling and include Specific Tasks The post holder will be responsible for the project control activities of Projects, within the Telecommunications Technologies, Product Systems Dept TIAT, and will report to the Head of Management and Project Control Support Office. Duties include The preparation and maintenance of overall programmatic aspects of the project, i.e. cost, finance, documentation, progress control and reporting, as well as risk related aspects with the aim to provide full visibility on all aspects related to programme resources. Implementing and operating planning and control procedures to provide full visibility on all activities related to the progress, while ensuring compliance with established requirements for management. Reporting on cost, schedule, resources and industrial return. Assisting in the preparation of tender documents or contract change with respect to management, cost and scheduleplanning requirements and participating in the evaluation of proposals, preparing information required for subsequent contract negotiations and participating in all tasks related to placing of contracts. Supporting the implementation and management of industrial contracts, monitoring assigned contracts with respect to cost, progress, invoicing, payments, industrial return, geo return, deviations from plans and trends. Establishing and maintaining of annual budgets, manpower planning, cost at completion and geo return files. Monitoring financial commitments for compliance with budgetary provisions and financial regulations. Administering of manpower, missions and industrial procurements from a financial perspective using WLMS tool Participating to reviews and progress meetings. Providing required programmatic, workforce and financial data as well as support with analysis of such data as required preparing the regular programmatic and financial reporting to ESA management and national delegations Supporting the risk management process. Implementing and maintaining the tools and the procedures for Project Documentation System. Specific qualification requirements Applicant should have a Masters in Engineering or equivalent or MBA or equivalent. University degree from a recognized Institution of secondary studies or equivalent qualification in Business Administration, together with a project control background and experience in the disciplines related to the tasks under consideration. Appropriate skills and specific experience in the following fields Experience in controlling andor management of activities and resources in aerospace industry. Experience in maintaining a Cost at Completion, anticipating and highlighting areas of concern, initiating mitigation actions. Experience in preparation of synthetic reports with deviations from plans and trends. This includes Industrial as well as Operational cost Experience with the application of project management and project control principles related to the preparation, negotiation and implementation of industrial procurements. Experience with industrial return forecasting and reporting is an asset. Experience in maintenance of a risk register, high level schedule and document configuration control. Experience in project review and risk management processes. Experience in the analysis of business cases 3rd party investments is an asset. Highly proficient with planning and project control tools e.g. SAP, MS Excel, MS Project. Familiarity with relevant ESA corporate applications e.g. ESAP, Eclipse is an asset. Excellent planning and organization skills and attention to detail, good judgment and a pragmatic approach Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Proficient in the English language, both written and spoken, knowledge of another official ESA language is an asset Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. Support to the planning, preparation, execution and followup of activities and related procurement actions as relevant managed by the Business Unit and of associated progress in terms of output schedule resources. Assessment and monitoring of the status of the procurement actions using ESA Corporate and local IT Tools including activity progress, maintenance of payment plans, correctness of financial charging, invoicing and payment. Implementing all administrative actions related to procurement and contractual matters, including data entry in ESA Corporate e.g. SAP and local application as appropriate and monitoring of financial commitments and payment milestones, invoicing, etc. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers. Assisting in the definition, preparation, implementation and maintenance of management support tools to ensure efficient execution of the related tasks. Liaison with Contract, Budget and Payment Officers to ensure the coherence of the internal and external administrative data. Contribution to the definition of new and improvement of existing related processes and tools and production of related documents. Coordinate the work of the cost controller team in the Business Development and Management Support Office and liaise with administrators in the department to ensure coherence of the internal and external administrative data. Coordinate implementation and operation of uniform procedures for the management and control of the Directorates budgets, ensuring proper coherence and quality of data. Support the coordination and consolidation of Business Planning and Reporting Activities in the department, in particular for Investment Projects. Provide expertise on Management Support Tools and continuous support to team trainings. Provide support to other activities within the Office to ensure consistency and continuity, and to internal and external interfaces as required. Specific qualification requirements Applicants should have a Masters degree or equivalent qualification in Business Administration FinanceAccounting and a solid working background in the disciplines related to the tasks described, with at least 4 years of relevant experience. Knowledge of computer systems and information planning coordination tools e.g. Esap, Microsoft Excel and Microsoft Project is essential. High level of initiate autonomy, and professional maturity is required to carry out complex tasks and with a high level of responsibility. Proficient in the English language, both written and spoken knowledge of another official ESA language is an asset. Experience in controlling andor management of activities and resources in aerospace industry. Very good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate. Reliability, rigor and initiative in the execution of the assigned work. Proactive attitude to solving problems, identify priority actions and to handle high workload. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Experience in Facilities Management is desirable. Position Reference 001 The Assistant Project Controller is required to support RHEAs Service Managers with the client reporting, Budget and project control for the Frame Contracts providing Services to the European Commission. This position would work closely with the Service Managers, Operations, Corporate Contracts and finance as well as the technical teams on site in the various countries. This position reports to the Business Manager, GSACZ Republic and can be based at RHEA HQ in Wavre, Belgium or in RHEAs offices in Prague, CZ. Tasks and Activities The scope of work will include Responsible for compiling and quality assuring the monthly, milestone and adhoc reporting for the specific contracts under the EC frame contracts. Liaising with the technical staff for their timely inputs Completing all required financial reporting, and collecting required supporting documents. Ensuring reports are accurate, detailed and meet the contract requirements. On time delivery Completes internal Budget Documents, follows up on setup in the Companys ERP system Supervises the Mission Management Process, ensuring timely and accurate submission of expenses, and reporting.
