Programme Management Support in the LEO Division

For our activities in EUMETSAT, we are currently looking for a Programme Management Support in the LEO Division. Tasks and Responsibilities You will report to the Associate Director for LEO Programmes Head of the LEO Division and liaise with the LEO management team. Overall you should support the LEO management in the preparation of generic management and development plans and structures e.g. Work breakdown structure, Product tree, Documentation tree taking into account the existing information and implementing lessons learnt from the past EPS, Jason and Sentinel3 mission development. The outcome of this support will be used to maintain the existing plans and on to work on the development programmes. Your tasks will include, but not necessarily be limited to, the following Maintain a coherent management baseline for all programmes run within the LEO Division. It consists in ensuring that the management arrangements and processes described in the respective Programme Management Plans are coherent and where necessary, propose updates Organise the review of and document the basic processes used in the LEO Programmes i.e. planning and scheduling, HR Planning, action tracking, reporting Based on consultation with the Associate Director and the LEO Management team including Quality Assurance and Project control, maintain the LEO Risk Management Plan. Participate to the implementation of the risk management process Collect information and generate monthly Quarterly status reports for the programme run within the LEO Division Establish and maintain Divisional and Programme indicators organise sessions to analyse trends with LEO management in order to initiate actions On a quarterly basis, collect the status of Programmes activities with respect to yearly organisational objectives and report the outcome in a predefined corporate format Based on consultation with the Associate Director and the LEO Management team as well as PMPs from other existing EUMETSAT programmes finalise and maintain the individual LEO Programme Management Plans. PMPs describe the management processes to be implemented during all programme development phases. PMPs rely on the existing management arrangements, the inputs provided by the EUMETSAT Directory of Instruction, the lessons learnt drawn from previous implementations and the outcomes of quality audits. Significant contributions to the JasonCS management plans will be needed Coordinate and maintain with project control the Programme structures e.g. Work breakdown structure, Product tree, Documentation tree Preparation of synthetic managerial and technical reports for internal and external purposes Preparation of presentations for internal and external purposes Support the preparation of Programme Reviews and key points from a management standpoint e.g. MetopC reviews, LEO Requirement Reviews. Requirements You should have a University degree, some knowledge of QA processes and procedures and good computing skills with a familiarity with Microsoft Office software Word, Excel, PowerPoint, Project, Access, etc.. You are required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision. You should have, as a prerequisite, a background of at least 5 years in space projects, with at least 3 years of experience in project management positions. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore you must be able to work effectively in this language, knowledge of French being an advantage. You should have good interpersonal skills. Furthermore, you should preferably have experience of working on a collaborative programme between different partners. Tasks and Responsibilities The successful candidate shall support the Earth Observation Directorate, primarily assigned to the Earth Explorers Programme. Heshe will support the Programme Manager in managing the programme followup of Earth Explorers project milestones in liaison with projects managers integrate and provide overview of resource requirements interface with the project controllers as required. The main tasks are Coordinate with and act as backup for Earth Explorers project Administrative Assistants. Develop and maintain the integrated planning of the programme resources and calendar. Build up and maintain an office internal documentation system. Compile the inputs from the responsible contributors for monthly reports and Quarterly Status Reports, for review and finalisation by the Programme Manager. Write the minutes of the internal management meetings, integrating the various inputs from the participants. Tasks related to documentation management, distributionregistration of mail and documents. Analyse incoming correspondence and documentation and manage distribution of outgoing correspondence and documentation. Provision of various logistic support to the programme. Daytoday support regarding travel arrangements, leave management, coordination of training. Dealing with incoming telephone calls and information requests. Organisation of agenda and of meetings. Room and resource bookings for meetings andor events. The Contractor is expected to be or become familiar with the Agencys internal informatics tool needed for the conduct of hisher tasks. Requirements You should have a University degree Bachelor from a recognised Institution or equivalent qualification in Business Administration or Communications as relevant A minimum of 2 years of experience in the field General interest in and good understanding of technical, programmatic and policy issues. Proficient in MS Office packages with experience of high level Project Administration. Knowledge of ESA administrative and financial processes is a definite advantage. Highly proficient in modern planning and project control tools, office automation software and databases, such as MS Office including Excel. Experience with SAP is an advantage.
