On Friday, McCown, chief operating officer for Gastar, and West Virginia Deputy Secretary of Commerce Joshua Jarrell said the Houston, Texas-based firm is the highest bidder for a 232-acre tract underlying the river at the border of Marshall and Wetzel counties.

The public comment period opened Tuesday for Helis Oil & Gas Co's revised application for a wetlands permit and water quality certification for its controversial proposal to drill an exploratory vertical well on undeveloped property near Mandeville. The comment period will be open for 30 days, according to a joint public notice from the Army Corps of Engineers and state Department of Environmental Quality.
