Location ESTEC, Noordwijk, The Netherlands Description Telecommunication Systems Engineer in the Telecommunication TTC Systems and Techniques Section, Radio Frequency Systems Division, Radio Frequency Systems and Payloads Office, Electrical Department, Directorate of Technology, Engineering and Quality. The Telecommunication TTC Systems and Techniques Section provides functional support to ESA projects and carries out technological research RD in the fields of telecommunication and TTC systems including secure telecommunication link aspects. Duties Reporting to the Head of Section and within the technical fields described above, the main tasks and responsibilities of the post holder will include providing expert technical support and consultancy to ESA projects, programmes and general studies in the field of telecommunication systems, digital signal processing and ground segment technologies throughout all project phases participating in feasibility studies, project reviews and evaluation of procurement proposals identifying critical development problems and assisting in their resolution contributing to the definition of technology development requirements and work plans for the Agencys technology programmes defining, initiating and managing RD activities covering both long and shortterm needs fostering new application areas for multidisciplinary activities, placing emphasis on innovative concepts, cuttingedge technologies and system architectures laboratory activities as required monitoring applicable scientific and technological trends and maintaining a stateoftheart expertise contributing to the dissemination of the results of the activities performed and the transfer of knowledge across the Agency. Duties may also include supporting other activities within the post holders field of competence. Technical competencies General background and specific experience in the technical domains covered by the position Understanding of related technologies, RD trends and the industrial landscape Project support experience in a relevant domain Experience with laboratory or field testing of relevant technical equipment Experience in the preparation of procurement activities for technology development and innovation statements of work, proposal evaluation, etc Experience in the management and monitoring of industrial activities, including participation in reviews Behavioural competencies Teamwork Customer Focus Innovation Creativity Problem Solving Results Orientation Continuous Learning Education A Masters degree or equivalent qualification in telecommunication engineering is required. Additional requirements Indepth expertise in computer simulation of complex telecommunication systems and equipment, modem algorithm design, implementation and testing as well as familiarity with the major satellite and terrestrial telecommunication standards is required. Knowledge of digital signal processing techniques for TTC and navigation applications is considered an asset. The working languages of the Agency are English and French. A good knowledge of one of these is required. Knowledge of another Member State language would be an asset. Support in testing and debugging of Flight Procedures. Support in the compilation or revision of the Spacecraft Operation Handbook. Support in the preparation and execution of operations development tests, e.g. Mission Simulation Test, System Validation Tests. Required Qualifications Experience with satellite operations or tests. Professional experience in developing flight procedures in industry. Familiarity with TOPETCL. Familiarity with the Test Sequence Environment TSE. Basic knowledge of satellite design, system and subsystem, and operations procedures Ability to follow procedures, making amendments where necessary, accurate recording of results Routine in producing test reports.
