Location ESA Headquarters, Paris, France Description Senior Evaluation Officer in the Evaluation and Quality Management Office, Internal Audit and Evaluation Service, Director Generals Services Duties The postholder has the following tasks with the overall objective of strengthening the Agencys capabilities for transforming the way ESA delivers its products and services planning and conducting evaluations of the status of ESA activities assessing their achievements against objectives, requirements and resource constraints and recommending measures for optimising the usage of Agency resources developing and enhancing capabilities including methods such as lean reviews, benchmarking for analysing business processes and their outcomes liaising with ESA Directorates Quality Managers for the effective evolution of the Agencys Quality Management System initiating and guiding implementation of improved management processes and work methodsparticipating to investigations, as required. Education Applicants for this post should have a Masters degree in engineering or business administration with relevant experience in business process analysis. The European Global Navigation Satellite Systems Agency GSA has set up a selection procedure that aims to establishing a reserve list for Senior System Operations Security Accreditation Officer. As member of the Agencys Security Accreditation Team, the Senior System Operations Security Accreditation Officer contributes actively to the fulfilment of the Agencys regulatory responsibilities related to the security accreditation of the European GNSS as per the legislation in force. The Senior System Operations Security Accreditation Officer reports to the GNSS Security Accreditation Manager. Pursuant to the instructions of the Security Accreditation Board, hisher tasks and responsibilities shall in principle include without limitation 1. Support the management activities related to the SAB Secretariat the Panel assisting the SAB the CryptoDistribution Authority 2. Manage specific accreditationrelated activities and projects Technical supervision of the contractors involved in security accreditation activities Address accreditation aspects of contract management 3. Manage the GSMC Galileo Security Monitoring Centre accreditation process 4. Ensure permanent independent reviews of security accreditation documentation in the following areas System security operations Site security operations, including GCS, GMS, GSMC Component security operations, including cryptocomponents Key management operations and procedures Security Operating Procedures SecOps implementation 5. Contribute to security policymaking Proposals for the EU GNSS security accreditation strategyies and changes thereto Initiate security procedures and changes thereto to mitigate identified risks Recommendations to enhance the SSRS as appropriate Recommendations to define newupdated risk treatment plans as appropriate Recommendations to the establishment of Security Operating Procedures Recommendations for the interconnection of the European GNSS with other systems The position is based in the GSA headquarters in the Czech Republic Prague and implies regular travels within Europe. DUTIES The Senior Accounting Officer provides support to the Chief Accountant with respect to implementation of the Agencys accounting policy and procedures. The post involves a variety of tasks aimed at ensuring timely, accurate delivery of IPSAS International Public Sector Accounting Standards compliant balances under the current ERP Enterprise Resource Planning system. In particular, the Senior Accounting Officer provides support in the area of fixed assets and for the ESAwide management of fixed assets and gives guidance on the application of both IPSAS and best practice to fixed asset management. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent in business administration, finance, accounting or a related field. An accounting qualification as Certified Public Accountant CPA, Chartered Accountant CA or Chartered Institute of Management Accountants CIMA is required. A minimum of seven years of professional experience, with increasing responsibility, in accounting and auditing in private or publicsector multinational organisations is required. Demonstrated experience in complex accounting operations and consolidations is required. Several years of demonstrated experience in transitioning privatesector or publicsector accounting standards such as International Financial Reporting Standards or IPSAS is required. Extensive experience in working with the finance module and consolidation in an Enterprise Resource Planning ERP is required preferably SAP. Candidates must be able to apply conceptual, analytical and evaluative skills in accounting operations. They must be able to conduct independent research and analysis, identify issues, formulate options and make conclusions and recommendations. Applicants must have excellent analytical and communication verbal and written skills. They must be able to work in a team and in a proactive and autonomous way. Integrity and good interpersonal and relationship management skills are also prerequisites for this post. Experience in professional translation, preferably in an international environment or in an industrial, scientific, or legal field relevant to the Agencys work, is required.
