Lubbock police arrested two Sunday in connection with a quick-change scam that took place at a Payless ShoeSource store on Saturday. Lubbock police said Rodney James Ladd, 46, was arrested for theft and failure to signal, and Jacque Pillette, 48, was arrested for theft and no seatbelt.
