Your Tasks Include Task 1 Familiarisation and IVV Support The task is as follows Support to further detailed development operations analysis and concept development, encompassing space and ground segment operability and users interaction Producing the EUMETSAT associated operational documents, e.g. joint operations plan, and operational interface documents Support to EUMETSAT systems and facilities development and integration logic, in particular for the FOS and PDGS, services and external operational interfaces Support to the ongoing Integration, Verification and Validation activities for the S 3 Ground Segment Support to SVTs. This task will be performed by the two analysts. Task 2 System Configuration The task shall include the production and validation of mission operations data for The ground segment related operational mission data database, procedures for all ground segment entities, including implementation of System Control Procedures SCPs and Ground Control Procedures GCPs, covering nominal and contingency operations The satellite operations data set, including Flight Control Procedures FCPs, nominal and contingency operations SCPs The system operations data for the FOS, PDGS, services and external interfaces The system user interfaces and reports Population of the spacecraft and ground segment MC databases, and maintenance and update of associated database documentation production and maintenance of the Special Operations Instruction SOI set and Sentinel3 Knowledgebase Identification and preparation of ground segment procedures required for multisatellite operations including S3B Support to the production of the Operations Guides Support to the coordination of the set up of S3 operations of the MultiMission System Tools DisseminationUMARFSNI etc. Interaction with crossprogramme team operations at EUMETSAT This task will be performed by the two analysts and the first two controllers. PreLaunch Operations Preparation, Training and Rehearsal The task shall include the completion of the mission operations data set, and the operations validation and rehearsals, as well as training of the controller team in operating the S3 system. Maintenance and update of ground segment related operational mission data database, procedures for all ground segment entities, including implementation of System Control Procedures SCPs and Ground Control Procedures GCPs, covering nominal and contingency operations Maintenance and update to the system user interfaces and reports Update to the spacecraft and ground segment MC databases, and maintenance and update of associated database documentation Update and maintenance of the Special Operations Instruction SOI set and Sentinel3 Knowledgebase Organisation, training and proficiency evaluation of the controller team Participate, as required, in the Sentinel3 system validation activities and simulations, and arrange for the participation of the controllers Analyse the system operations and to prepare, test and validate procedures and guidelines Development and maintenance of appropriate working practices and procedures for routine and problem reporting, data analysis, recording and maintenance of system status, recording of operational activities etc These activities will be led and coordinated by the analyst team, including planning and coordination of the controller team build up and preparation for operations. Four more controllers will join in a staggered approach, two at the beginning of the phase and the last two at L3. Task 4 Support to LEOP and Commissioning Operations For this task the Contractor shall ensure the EUMETSAT ground segment is prepared for the LEOP and Commissioning Phases, and perform the EUMETSAT operations activities during the LEOP and satellite commissioning. This will include preparation of the operational systems for initial operations ingestion of initial LEOP and commissioning data into the operational system the operational commissioning of the EUMETSAT ground segment entities. During the LEOP and Commissioning phase, the team will gradually build up from working day operations to full routine operations. The scope of the activities will build up to cover those identified in Task 5 below. Task 5 Preparation for Routine Operations Analyst Team During the preparation for routine operations phase, the analyst team will manage the controller team, to ensure the proficiency and availability of the team to support 247 operations. This task includes responsibility for the organisation, training and operational proficiency of the controllers. Operations shall be supported as specified by Clients technical representative and according to established rules and procedures. This shall include as a minimum Coordination of the scheduled daytoday activities in the Control Centre and all manned facilities of the S3 systems in EUMETSAT, according to established roles and procedures, in particular acting as the link between the Controller Team and Operations and Maintenance Engineer Perform the weekly system scheduling function, gathering all operations and maintenance inputs and conducting initial conflict resolution Spacecraft and ground segment database maintenance Support to mission planning and scheduling coordination according to established roles and procedures Perform the routine S3 mission planning Support the operations related to interaction with EUMETSATs partner agencies in the S3 ground segment, as regards planning and scheduling of space and ground operations Operation of the configuration control system for procedures and operational data Update of database documentation as necessary Supervision of routine operations or any other authorised operations. Following established roles and procedures Maintenance of the Special Operations Instruction set and S3 Knowledgebase Participate in BackUp Control Centre operations and activations Maintenance of appropriate working practices and procedures for routine and problem reporting, data analysis, recording and maintenance of system status, recording of operational activities Maintenance of a set of configuration controlled reference operational documentation and ensure changes are applied operationally including the Reference Operations Plan, the Contingency Guide and Analyst Guide Analysis as required of system anomalies by collection and evaluation of appropriate data sets using the reporting and analysis tools available Mission performance data analysis and reporting daytoday tracking of mission performance for anomaly investigation and reporting purposes Coordination of the S3 operations of the MultiMission System Tools DisseminationUMARFSNI etc. Interaction with crossprogramme team operations at EUMETSAT. Preparation of regular performance reports as required Organisation of the activities within the Analyst Team Organisation and supervision of the Operations Controller Team Act as management interface between EUMETSAT technical representative and the Controller Team. Each analyst must be competent in each of the analyst roles, in order to carry out the duties of the onduty analyst. Rotation between the analyst positions during the routine operations phase may be used to increase the knowledge and flexibility of the Analyst Team. The analyst team shall submit to EUMETSATs technical representative, for approval, the monthly controller shift plan, at least one month in advance of the date when the plan is due to come into effect. The analyst team may develop and install suitable offline tools to support the efficient execution of the operational tasks. The analyst team will be required to analyse the system operations and to prepare, test and validate procedures and guidelines. to take part, as required, in the S3 system validation activities and simulations, and arrange for the participation of the controllers. The analyst team will conduct regular operational proficiency training and simulations with the controllers. Controller Team The controller team shall operate the S3 System at EUMETSAT including the S3 spacecraft, ground segment and operational services, as well as manage the interface to the rest of the S3 ground segment. The Controller Team is responsible for monitoring S3 data ingestion in the EUMETSAT Data Centre outside of normal working hours. The EUMETSAT Data Centre is manned during normal working hours, by the Data Centre Operations Team. For the S3 Ground and Space segment, the Controller Team has full operational responsibility at all times. In order to discharge these responsibilities the Controller Team is required to be familiar with the operation of the facilities making up the S3 System. The Controller Team shall as a minimum Coordinate the implementation of daytoday scheduled and contingency operations in the control centre Monitor and control all S3 operations, in accordance with the scheduled operations plan, ensuring that safety criteria are respected and that all operations are conducted in accordance with the established procedures Perform specific operations as defined in the relevant operations plans Act as primary interface for realtime operations matters with the controllers at the other S3 locations Activate the ESOC TTC network in European Space Operations Centre ESOC in Darmstadt for routine and emergency activations Participate in BackUp Control Centre operations and activations Perform first line reporting and analysis of ground and space segment anomalies in accordance with established procedures Immediately inform the responsible EUMETSAT technical representative when a major or critical anomaly is detected in accordance with the established procedures Coordinate with the responsible personnel for any scheduling required Prepare operations reports as requested Take corrective action as necessary, applying the contingencyemergency procedures approved for the mission to ensure spacecraft safety and the continuity of service provision to users Assist in the production of printouts, graphs and plots for offline evaluation and analysis Maintain an operations logbook recording all key events of the shift Management of the TM TC archive and retrievals Prepare and complete all necessary forms for routine daily operations Monitor the EUMETSAT Data Centre via a remote terminal in accordance with established procedures during hours the Data Centre is not manned with routine OPS staff Provide first level point of contact for EUMETSAT operational partners for nonroutine interactions immediately informing the EUM technical representative or assigned deputy. During the preparation for the routine phase of the mission, the Controller Team shall participate in regular training and simulations for the inorbit spacecraft. This training shall cover initial and proficiency training and training on system upgrades and on new operations. Training will be given by the analysts andor the appropriate Operations Engineers. The training shall make extensive use of the spacecraft simulator. The training task is considered to be essential to the successful operation of the S3 missions, although training has a lower priority than the execution of operational tasks. Your Profile Analysts Applicants should have a university degree MSc or an equivalent qualification in a relevant engineeringcommercial or administrative field together with substantial experience at least 4 years of the above tasks.
