For our project in Noordwijk in the Netherlands we are looking for a Product Assurance and Safety Support Engineer fm at ESTEC. Tasks Support the ESA PA Safety Manager for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme. This includes support to any or all of the following activities PA Safety Support, tasks required will likely be mainly in the QA area, in relation to system AIT e.g. IRRs, NRBs, inspections, TRRs, PTRs, with special emphasis to be placed on critical processes e.g. crimping and bonding, with active oversightinspection Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PAS requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklistsused, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Representing ESA in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Produce reports on guidance provided, monitoring activities performed and status of compliance to applicable requirements. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. The launch campaign. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. Specific tasks include PA support surveillance of Payload integration, System tests, Launch campaign, AIT activities, NRBs. Preparation activities for FAR. Backupdeputy of LPFPA Manager. Essential requirements For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory A University degree or equivalent in engineering or technical sciences A minimum of 6 years experience in Product Assurance and Quality Assurance in the aerospace domain Experience in AIT work of spacecraft systems Good interpersonal, organisation and communication skills, with the ability to work in a diverse team environment Desirable Skills Knowledge of Configuration Management or the implementation of Product Assurance within a quality system certified to ISO 9001 would be an asset. Mission In general, the tasks of this Key Person will be towards the provision of support within EUMETSATs Remote Sensing and Products Division RSP to the routine monitoring and validation of satellite derived meteorological products. Within RSP, the Key Person will work in the team of the Atmospheric and Imaging Applications AIA in the group responsible for the routine product monitoring, validation and quality control, but in close interaction with the AIA scientists who are responsible for the development, maintenance and improvement of the processing algorithms. The focus of the product monitoring group is on the routine monitoring of the scientific quality of the operational products, validation of operational products, reaction to anomalies reported within this operational processing, support to the implementation process for new products or updates of existing products, and support to the necessary documentation work e.g. Algorithm Theoretical Baseline Documents, Validation Reports. The work will mainly deal with the products extracted from the series of EUMETSAT Meteosat geostationary satellites. It is expected that the tasks of the Key Person will include Support to the monitoring and validation activities of existing Meteosat algorithms and products Support to new and enhanced algorithms and products, especially in the area of product validation Preparation of technical notes and reports, notably with regard to validation reports Attendance at technical meetings as required Participation in RSPAIA team meetings. Profile The Key Person shall have, as a prerequisite, a university degree or comparable qualifications in Meteorology, Atmospheric Physics or related subjects, and a demonstrated experience of at least 3 years in the area of satellite meteorology or satellite data and products monitoring and quality control for optical imaging instruments. Furthermore, at least 3 years experience in software development in a Linux or Unix environment is required, together with at least 3 years experience in a higher programming language as e.g. Fortran90, C or C. Experience with graphics packages like IDL or Matlab would be a distinct advantage. The Key Person is required to have the experience and capability to fulfil the assigned tasks with a minimum of supervision. The Key Person shall also possess good interpersonal skills.
