A Dominican Republic citizen faces up to 20 years in federal prison after admitting he illegally entered the United States near here in July. Rafael Zapata, 67, pleaded guilty Friday in U.S. District Court, Albany, to a violation of the Immigration and Nationality Act, which prohibits aliens previously removed from the United States from entering, attempting to enter, or being found in the country without permission, according to a prepared statement by Richard S. Hartunian, U.S. attorney for the Northern District of New York.
Senators reach deal to reduce prison time for some offenders

Senate conservatives and liberals on Thursday united behind an overhaul of the criminal justice system, a rare bipartisan agreement that would allow some nonviolent drug offenders to get reduced prison sentences and give judges greater discretion in sentencing. The legislation, years in the making, comes as disparate voices have spoken as one in saying the current system is broken, from President Barack Obama to the ACLU to the conservative Koch Industries.
