Telespazio VEGA Deutschland is looking for a ProgrammeProject Manager to lead a multinational consortium tasked with the development and provision of a multimillion Payload Data Acquisition and Processing Segment for a European Earth Observation programme. The project will start in early 2017. The project covers the provision of the Ground Station, the Network Infrastructure, the Payload Data Processing and the preparation and integration at different sites across Europe. The project spans from the preliminary design to the onsite verification and handover to the customer. In addition to experience in managing multimillion projects, the project manager requires experience in provision and operation of satellite data processing ground segments. The project manager will be supported by the Telespazio VEGA Deutschland Project Management Office. Submission deadline will be June 6th 2016. RESPONSIBILITIES DUTIES Execution of the project within project schedule and budget and to the satisfaction of the customer Management of the consortium conformance of the industrial team to project objectives according to contractual agreements and resolution of problems Ensuring the project is conducted in line with the applicable processes and standards on the customer side as well as on the company side. Planning and management of all resources of the project Identification, analysis and mitigation of the risks Management of conflicts that occur within the project Ensuring appropriate quality and configuration management through continued monitoring and evaluation Supporting regular project reviews and audits Procurement of COTS HW and SW QUALIFICATIONSEXPERIENCE A degree in aerospace or informatics or mathematics or physics, or equivalent General project management experience in leading multimillion projects with multiple, multicultural subcontractorspartners located at different sites. ESSENTIAL SKILLS Ability to plan and execute a large project effectively coordinating economic, technological and human resources within project budget and schedule Ability to lead a larger project engineeringdevelopment team Ability to effectively communicate with all stakeholders of a larger project at different levels of an organisation Experience in provision and operation of satellite data processing ground segments Ability to understand and interpret contract terms and conditions with commercial sensitivity and to negotiate opportune contract amendments Ability to ensure a high quality standard of the project output by appropriate attention to a quality management system Reporting, monitoring and evaluation of the financial status of the project Knowledge of system engineering standards, a good understanding of the software development life cycle, i.e. Vmodel Understanding of the risks in procurement andor software development and management of such risks Ability to negotiate in English. This experience shall include at least five years Experience in algorithm development for operational Earth Observation missions Experience in operational scientific data processing implementations. Experience with large, complex processing systems with stringent timeliness and availability requirements would be an advantage Experience in scientific coding on Unixbased platforms inC, C, or Fortran Detailed knowledge of established altimeters, e.g. ERS112 RA, Envisat RA2, CryoSat SIRAL, SARALAltiKa, Jason12, etc. The position requires excellent interpersonal, communication and reporting skills, combined with the ability to work with a minimum of supervision. The official languages are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. NICETOHAVE SKILLS CONSIDERED AS AN ADVANTAGE The following skills will be considered an advantage Knowledge of DelayDoppler I Synthetic Aperture Radar altimetry techniques would be an advantage Experience in processing, analysis, and calval of altimeter data would be an advantage Experience in interfacing with scientific organisations and user communities would be an advantage. TASKS The Consultant will be a member of the Altimetry team in the Marine Applications section of the Remote Sensing and Products division. The tasks of the Altimeter Products Expert will typically include Supporting the transition of Jason3 and Sentinel3A from the commissioning to routine operations phase Contribution to altimetry calval and quality control activities Analysis and correction of anomalies in the altimeter processing chains Supporting the commissioning and calval of Sentinel3B Specification and proto typing of evolutions of the altimeter processing chains Contributing to operational processor operation and maintenance activities Specification, implementation and evolution of operational quality monitoring tools Specification, implementation and evolution of product performance monitoring and reporting tools Maintenance and evolution of preprocessing and postprocessing elements. The tasks of the Consultant will be mainly carried out at the HQ in Darmstadt with frequent interactions with partners. Travel within Europe will be necessary to follow the Copernicus activities.
