PA and Safety Support Engineer Galileo SCJ 2782 Summary An experienced engineer required to work on PAS requirements baseline Galileo Full Operational Capability FOC Satellites. Objective Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy, to produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Responsibilities Duties Contribute to establishing and maintaining the particular PAS requirements baseline for all elements of the Galileo FOC Satellites, in compliance with the ESA general Product Assurance and Safety Policy Arranging for approval of the Galileo Satellites PAS requirements baseline and changes thereto by the Head of the Galileo PA Safety Office and the Head of the Product Assurance and Safety Department Reviewing of contractors plans, specifications and effort proposed for the execution of the project PAS programme Guiding and monitoring the implementation of PAS requirements by contractors in order to assess performanceeffectiveness, participation in design and safety reviews and directing the necessary preventive or corrective actions Representing ESA in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Ensuring the implementation of the Software PA and Software Configuration Management Requirements baseline across the Galileo Space Segment Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Supporting the definition of the formal acceptance requirements and conduction of acceptance reviews of all contractual deliverable items Ensuring the preparation of design tradeoffs, analyses and reports using RAMS data to support project decisions Supporting Security activities for space segment as appropriate Arranging and making effective use of assigned functional support from the Product Assurance and Safety Department Qualifications Experience Degree qualification, or equivalent, in engineering or technical sciences Extensive experience in Product Assurance and Quality Assurance in the aerospace domain. Good interpersonal, organisation and communication skills, with the ability to work in a diverse team environment. The Mission Galileo is Europes global navigation satellite system, which will provide a highly accurate global positioning service under civilian control. The Galileo system is currently being brought into operation, with the constellation of orbiting satellites being established in the coming months. The Challenge We are looking for a senior Ground Systems Operations Engineer to support, as a contracted employee of Terma, the Galileo Project of the European Space Agency in monitoring and controlling the overall preparation of the ground segment and execution of the Galileo operations activities. The role will support the activities of the Galileo Constellation Operations Unit HSOOGC in the coordinating of the definition, deployment, validation, and operation of the Galileo Ground Control infrastructure, as required to meet the overall Galileo service needs. The Ground Control Segment infrastructure is deployed and operated mainly in the Galileo Control Centre GCC in Oberpfaffenhofen Germany and Fucino Italy as backup. In addition GCS elements are deployed at the LEOP centres Darmstadt, Toulouse. Remote elements, like the five SBand TTCF stations, are deployed around the globe. Support will be provided to the Galileo Constellation Operations Unit, and specifically to the ESA Control Segment Operations Engineer at GCCD, covering the following tasks Monitoring the activities of the Operations Service provider on its operations and maintenance activities of the Galileo Control Segment in the GCCs and the remote sites Followup the development, integration, verification and operational validation of the Galileo Ground Control segment within the context of the overall Galileo system Support the development of requirements for evolution of the Galileo Control Segment to improve operability Support the procurement process for the Operations Service Provider for the Ground Control Segment maintenance and operations aspects, and monitor their implementation Support and coordinate the interaction between the Operations and the Ground Control Segment providers, ensuring the coherency of the maintenance and operations concept for the Control Segment, at system, segment and element level Participation on Galileo related Anomaly Review Boards, Change Control Boards, reviews panels, as required. The position will be based at the customers site at Oberpfaffenhofen near Munich D, and will also require frequent travel within the EU. This is a full time position, starting mid of April 2014, with a minimum of 3 years duration. Your Qualifications Applicants shall have an university degree, preferably in Electric or Electronic Engineering, Aerospace Engineering or Telecommunications Engineering or other suitable qualification together with significant experience of senior engineering activities in ground control of similarly complex computer infrastructure deployed for space operation related activities.
