California bill proposes mandatory kill-switch on phones and tablets

Politicians and law enforcement officials in California will introduce a bill on Friday that requires all smartphones and tablet PCs sold in the state be equipped with a digital "kill-switch" that would make the devices useless if stolen. The bill is a response to a rise in thefts of portable electronics devices, often at knife or gunpoint, being seen across the state. Already half of all robberies in San Francisco and 75 percent of those in Oakland involve a mobile device and the number is rising in Los Angeles, according to police figures.

NZ regulator proposes new method for setting bitstream price

(Telecompaper) New Zealand's Commerce Commission has released its proposal for the method of setting the price of unbundled bitstream access to Chorus'network. The proposal is based on the 'Final Pricing Principle' in the Telecommunications Act. The Commission determined the UBA price in November at NZD 10.92, according to the Act's Initial Pricing Principle, that is, by international benchmarking. The industry has since called for the Commission to reassess that price according to the Final Pricing Principle, by undertaking an engineering model calculation of UBA costs in New Zealand. The Commission proposes to determine the UBA price by modelling the cost of providing the UBA service on Chorus' existing copper network, or in some regions, on 'Rural Broadband Initiative' fixed wireless. The regulator's proposal is now open for public comment until 21 February, and it aims to complete the process for setting wholesale prices by 01 December this year.

FAA is proposing $78,000 civil penalty against Amazon Fulfillment Services of North Las Vegas, NV for allegedly violating U.S. Department of Transportation Hazardous Materials Regulations with its shipment of one quart of high gloss enamel paint on August 29, 2013. Workers discovered leaking paint had soaked through shipping box, and investigators determined shipment was not accompanied by proper shipping papers.
