Ground Stations Maintenance Engineer

This position, based near Frankfurt in Germany, is for a consultant with at least five years experience in the Operations and Maintenance of large Ground Stations for GEO or LEO satellite missions. Our client is responsible for establishing and operating weather forecasting and Earth observation satellite programmes with associated data telemetry and dissemination operations. Vast quantities of data are produced and user communities throughout the world are able to access both current and historical data sets. The demanding realtime environment places much emphasis on adherence to quality and configuration management standards and procedures. The consultant will work in the clients System Engineering Department supporting various ground stations routine operations. The key experience and attributes sought are Maintenance and operations of large ground stations including site infrastructure Operation preparation phase, focusing on creation and maintenance of automated procedures to operate large ground stations from local and remote Ground Station designintegrationtesting in particular regarding the Antenna, RF Front End, Base Band subsystems and Monitoring Control Usage of Tracking systems including Antenna Control Unit ACUTracking receivers for large antennas to acquire either LEO or GEO satellite Operation and configuration of integrated TTC baseband equipment and ranging systems e.g. INSNEC Cortex type Usage of High Data Rate Demodulators RF measurement practices and usage of related instrumentation Knowledge of modulationdemodulation schemes applied by Ground to Space ICD for TTC and payload data transmission. Candidates should possess a University degree or equivalent. Fluency in English is essential. This is a freelance contract assignment with an initial period of 3 years starting in April 2013 with two options to extend for a further period of 1 year each. JOB DESCRIPTION Ground Operations Engineer Responsibilities Duties Tasks General For our activities in ESOC we are looking for a Ground Operations Engineer for the Galileo Project. The Galileo LEOP operations will be carried out by a team comprising CNES and ESOC engineers. The plan is for LEOPs to take place alternately at CNES Toulouse and ESOC Darmstadt, with the team taking part in the LEOPs at each site. There will be 2 Ground Operations Managers GOMs, one will be normally based at each of the sites and the holder of this post will report to the ESOC Ground Operations Manager. Each launch will comprise a minimum of 2 spacecraft and possibly up to 4. While the first pair of Galileo Satellites had been launched IOV1, the holder of this post will support the upcoming IOV2 LEOP support from CNES and the IOC1 LEOP support from ESOC missions. The working language across the team is English. This position might require to be on mission away from ESOC for extended period. Services to be provided The responsibilities of the GOE include in particular Developing and managing the LEOP mission timeline Preparation for LEOP operations in coordination with Ground Operations Manager, Spacecraft Operation Manager and Operation Director consulting the operations concept document, interface definitions for the ground elements, scheduling, etc ... Development and review of the ground segment procedures Development of the Galileo Launch Folder Providing specialist advice on the ground segment Development, management and execution of the MRTs, DFTs, Tracking Campaigns. Identification, recording, investigation and progression of ground anomalies during the SVTs, MRTs, simulations campaigns and LEOPs Preparation for, and participation in, the simulations campaigns Assistance to the simulations officer to provided specialist ground segment knowledge for the simulations campaigns. Participation in the 56 day LEOPs in the role of a Ground Operations Manager, thereby executing applicable Classified and UnClassified procedures. This will involve shiftworking to provide 24 hour support to the spacecraft Provide Ground Segment Support for activities like Risk Analysis, Secure Monitoring Procedures, Incident Investigation, etc., as required. Providing any necessary ground segment support to operations in the drift phase of the spacecraft Contribution to the postLEOP reports. The holder of the post will closely cooperate with the Galileo Operations Director, CNES GOM and Spacecraft Operations Manager for the Galileo LEOP missions. Additionally, support to the preparation or operations of other missions delegated to the Division may be required as requested by the Head of Section or the Ground Operations Manager. Qualifications This service requires a person with University or similar degree in engineering or physics together with a good professional experience of several years in Ground Operations. Tasks The MTG Ground Segment System Engineer is sought to support ground segmentrelated activities for the phase CD of the MTG programme. The phase CD has started since the completion of the ground segment Preliminary Design Review May 2012 and is completing at the Qualification Review presently planned mid2018. The activities for this consultancy relate to the ground segment, consisting of the data acquisition systems, monitoring and control systems, data processing and archiving facilities product dissemination facilities and the encompassing network elements. General support to ground segment detailed definition, production and qualification phases Management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines Ensuring availability of long lead items, particularly those needed for verification such as ensuring availability of procuring test data and tools Completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, RAMS, FMECA, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering.
