For our activities in EUMETSAT, we are currently seeking a Data Dissemination Software Engineer. The key person shall work in the Data Services Team within the GSI Division in the TSS Department. The tasks of the key person will be carried out at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. As a member of the Generic and Systems Infrastructure Division GSI, the key person shall provide support to the development and maintenance of the data services systems, concretely of the data dissemination services. The duties range from the support to the operation of the various dissemination components, to the analysis, design, implementation, testing, and maintenance of software and system functions maintained and developed within the Data Services Team. This may include the settingup and implementation of maintenance policies and procedures, the support to the procurement of hardware and software, and the coordination with external providers of support services. In particular the tasks will include the following ones, with a particular focus on the Design activities, and translate technical requirements into appropriate technical design and implementation 1.Operational Support for dissemination systems o Monitoring the performance and behavior, o Problem Investigation and anomaly raising, o First Line Correction, o Installation of software, o OnCall support out of normal working hours. 2.Requirements Analysis o Interaction with endusers, o Determine operational, maintenance, and evolution needs, o Definition of system and software requirements. 3.Design o Software corrections and evolutions, o Redesign of legacy systems, o User Interfaces, o Identification, procurement or implementation of tools. 4.Testing o Regression Testing, o Acceptance of external software, o Verification and Validation support. 5.Support the delivery of software externally developed o Communication with the external contractor, o Software reception, installation, configuration and testing. 6.Generation and maintenance of technical documentation o System and Software Requirements, o Architectural Design, o Interface Control Documents, o Test Plans, o MaintenanceOperational Procedures for operational systems. 7.Participation and organisation of technical meetings and formal reviews. 8.Preparation and production of routine reports as necessary. In the performance of the activities the key person shall follow the relevant change control and maintenance procedures. Qualifications and Requirements In addition to having a University degree or equivalent in a relevant engineering discipline, the key person must have excellent team working skills, being able to work autonomous and have good analytical skills. Essential 1. System Maintenance Skills o Extensive experience in the provision of first line support for operational systems, which includes the monitoring of the performance, problem investigation, coordination of resolutions and oncall support. o Operation and maintenance in satellite data disseminationdistribution systems in a 247 operational environment, including experience with satellite data formats. 2. System Development Maintenance Skills o Strong ability to translate technical requirements into appropriate technical design and implementation. o Extensive experience in software development and maintenance, including the reengineering of legacy systems, using a formal life cycle resulting in deliveries to customers. This includes requirements management, software design and implementation reflecting corrective and evolutions of software components. o Extensive experience in software validation and verification related activities test procedure generation, nonregression testing, requirements verification and validation. 3. Software Engineering Skills o Extensive experience in designing and developing software components and applications in the CC programming language under Unix AIX, Sun Solaris, Linux using Object Oriented OO approach. o Experience in developing software applications using relational database management systems RDBMS. o Experience with Web technologies. 4. Documentation and Software Configuration Management Skills o Experience in using software configuration management, anomaly reporting and tracking tools. 5. Software Technology Skills o Expert knowledge in development and maintenance of medium to large size applications in CC and Java, XML, and operating system scripting languages o System level and network programming TCPIP and distributed applications o Development of web interfaces o Tomcat application server o Oracle, SQL o XML technologies o Source Code control system preferably SubVersion o Configuration Control o Formalised Software Testing o UNIX SVR4 AIX, Sun Solaris, Linux Operating System environment. Desirable Practical knowledge of as many as possible of the following will be an advantage Eclipse Perl programming language Satellite Ground Segment systems Standard Communication protocols, data exchange protocols, data compression schemes. Experience with satellite data transport standards e.g. DVB, CCSDS. Definition and formalization of data flows and interfaces between complex systems Experience in using XML technologies for data flows and format representation Meteorological Image Processing and data formats HDF5, NetCDF, JPEG2000, etc Toolbased Software design UML UNIX and Windows system administration The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language and have knowledge of the other.
