Main Responsibilities The key person will be responsible for Support JRCs work for DG CLIMA on modelling forest carbon mitigation potential. This includes the identification of potential improved forest mitigation actions in the EU, including optimized forest management and HWP supply pathways. The work has a strong IT component forest modelling and should be carried out in a strong participatory manner with Member States, researchers, and key stakeholders, in order to combine and use best practice and innovative approaches, based upon science and linked to GHG inventories. Results will be disseminated also through the Bioeconomy Knowledge Centre. Support JRCs forest modelling work for Eurostat on European Forest Accounts EFA. This includes establishing and implementing procedures to gapfill data for a subset of variables of EFA of Eurostat on stocks and flows of timber for all EU Member States and the EU as a whole. This task will build on the experience of JRC with the modelling of forest growth and in particular the Carbon Budget Model, the contractors knowledge of and experience with MS data on forests reported for the NFI and other sources and their harmonisation in terms of concepts and definitions. The above tasks specifically include Provision of expert advice and assistance on forest carbon modelling, including evaluation studies, applicable standards, solution patterns and best practices in the relevant area of ICT infrastructure technology related to forest database management systems, process management and rule execution engines, etc Provision of quality plans, quality assessments and quality control tests associated with the information system infrastructure services related to the JRCs work planned under the two mentioned AAs Assistance in the implementation of relevant software methodology Provision of technical evaluations and audit reports in relation with the relevant information systems infrastructure communication and outreach to customers and to Member States, contributing to workshops, meetings and training sessions. The Ideal Candidate The key person should have Experience in architectural requirements, infrastructure and performance analysis Experience in development languages, engineering methodology and quality controls. Experience in database management Ability to interact with user communities and translate user requirements into technical actions Very good capacity in preparing and writing clear structured technical documents in English and in preparing presentations Ability to work in an international, multicultural environment Rapid selfstarting capability and experience in working in team Ability to participate in multilingual meetings, good communication skills Excellent communication skills, and experience in developing relationships with complex stakeholder communities and building communities of common interest Willingness to travel occasionally and to participate in meetings with Commission DGs and EU Member States. Specific expertise Knowledge of scientific programming languages e.g. C Scientific computing with significant experience in data analysis, modelling and model integration Knowledge of the forest Carbon Budget Model CBM Knowledge of Geographic Information Systems, Remote Sensing and related technologies used by the Commission services e.g. ENVI, GDAL, ArcGIS Experience in data treatment in LULUCF and GHG emissions projects Knowledge of IPCC methodologies, FAO landrelated datasets, UNFCCC reporting rules and other related EU policies, such as Reg 2018841 including concrete experience in their implementation Experience in developing estimates of GHG emissions according to IPCC methodological Guidance.
